The Learning, Measurement, and Evaluation (LME) Officer will play a key role in developing, executing, and enhancing systems that facilitate learning, measurement, monitoring, evaluation, accountability, and reporting throughout our program initiatives.

You will be instrumental in maintaining rigorous oversight of project activities, ensuring precise tracking of progress, and systematically measuring outcomes to generate actionable insights for decision-making. Additionally, you will be responsible for compiling and documenting key learnings, then applying these findings to drive continuous program enhancement.

The ideal candidate will collaborate extensively with program teams to advance data-driven initiatives, thereby enhancing the organization’s impact and fostering its expansion.

Oversees a diverse range of duties encompassing project planning, team leadership, and stakeholder communication to ensure seamless operational workflows and deliverables. Develops and implements strategic initiatives aligned with organizational objectives while monitoring progress and addressing challenges proactively. Collaborates with cross-functional teams to optimize resource allocation, mitigate risks, and enhance productivity. Conducts performance evaluations, identifies training needs, and fosters a culture of continuous improvement and accountability. Ensures adherence to industry regulations, company policies, and quality standards throughout all processes.

Oversee the execution of projects and systematically evaluate advancements toward fulfilling outputs, outcomes, and long-term impact across every program area.

Design, refine, and enhance the organization’s Learning, Measurement, and Evaluation (LME) systems to ensure they remain effective, impactful, and aligned with current needs.

Design and deploy comprehensive monitoring, evaluation, accountability, and learning (MEAL) frameworks, tools, and procedures to ensure systematic tracking, assessment, and continuous improvement of programs and initiatives.

Conduct data collection, analysis, and interpretation initiatives to facilitate informed, evidence-based decision-making processes.

Perform regular evaluations and assessments to evaluate program performance and determine its impact.

Partner with program teams to design performance indicators, establish results frameworks, develop logical frameworks, and formulate comprehensive data collection strategies in alignment with project objectives.

Prepare timely, high-quality internal and external reports, dashboards, and presentations that showcase program achievements, emerging trends, and key insights gained.

Conduct learning sessions while assisting in the compilation and distribution of best practices, success stories, and key lessons learned.

Develop staff and partner competencies in monitoring tools, data collection methodologies, data quality assurance, and learning approaches.

Perform comprehensive evaluations of current monitoring and evaluation frameworks, identifying opportunities for enhancement and proposing necessary modifications.

Develop MEAL plans, indicators, targets, and reporting frameworks to support the creation of proposals.

Assigned representatives are expected to serve as organizational delegates in stakeholder engagements, educational forums, and pertinent technical networks, delivering accurate and timely communication on behalf of the organization.

Assist with additional duties as directed by the supervisor, ensuring alignment with organizational objectives and team priorities.

Candidates must possess a Bachelor’s degree in a relevant field alongside a minimum of five years of experience in a related role. Proficiency in industry-specific software and tools is essential, along with strong analytical and problem-solving abilities. Excellent communication skills, both written and verbal, are required to effectively collaborate with teams and stakeholders. Familiarity with project management methodologies and regulatory compliance standards is highly advantageous. Additionally, the ability to work under pressure and meet deadlines in a fast-paced environment is critical to success in this position.

A bachelor’s degree in Statistics, Monitoring and Evaluation, Development Studies, Social Sciences, Public Health, Economics, Project Management, or a related discipline is required.

A minimum of three years of professional experience in monitoring, evaluation, learning, research, data management, or program quality roles, preferably within non-governmental organizations, development agencies, research institutions, or social impact-driven organizations, is required.

Proficiency in monitoring and evaluation methodologies, along with expertise in results-based management, logical frameworks, indicator development, and data quality assurance processes is required.

Proven expertise in designing and deploying data collection tools, performing comprehensive data analysis, and deriving actionable insights to enhance program effectiveness.

Proficient in both quantitative and qualitative research methodologies, encompassing survey design, focus group discussions, key informant interviews, and outcome assessments.

Excellent analytical abilities, proficiency in report writing, and strong presentation skills, enabling the clear communication of complex findings to diverse audiences.

Proven expertise in facilitating proposal development, compiling donor reports, and spearheading learning initiatives.

Accomplished organizational and project management expertise, coupled with meticulous attention to detail and the capacity to handle multiple competing priorities effectively.

Tools and Technical Competencies:

Proficiency in a range of tools and technical competencies is required for this role. Candidates should possess a solid understanding of relevant software, systems, and methodologies pertinent to the position. Familiarity with industry-standard tools, programming languages, or platforms may be necessary, depending on the specific requirements outlined for the role. Additionally, the ability to adapt to new technologies and stay current with emerging trends is highly valued.

Proficient in Microsoft Excel, with expertise in advanced functions, data cleaning, dashboard development, and reporting.

Established data collection platforms encompass versatile tools like KoboToolbox, OK, Survey CTO, Google Forms, and Comm Care.

Proficiency in data analysis software platforms including SPSS, State, R, Power BI, Tableau, or comparable solutions is required.

Proficient in utilizing the Microsoft Office Suite, including Word, PowerPoint, Excel, and Outlook, is required for this role.

Proficient in database management systems and data quality assurance methodologies is required.

Proficiency in GIS mapping tools and advanced statistical software is a valuable asset.
