The Health Financing Specialist will lead initiatives to enhance and optimize the DRF, while advancing the project’s goals of ensuring affordable access to maternal and newborn health (MNH) bundle commodities.
The position will concentrate on maintaining the operational effectiveness of DRF governance and accountability frameworks while enhancing DRF commodity budgeting, financing, and revenue monitoring to guarantee sufficient resources for commodity replenishments. The individual will engage closely with state-level stakeholders, including DRF Committees and DMA, as well as HSDF state program staff, to spearhead strategic improvements. Extensive travel to the five program states will be required for meetings and workshops aimed at meeting program objectives. Additionally, supporting other MNCH initiatives remains a critical responsibility. The primary objectives of the role include:
Enhance the Delivery of Reproductive Health (DRF) initiatives in all program states to guarantee consistent access to Maternal, Newborn, and Child Health (MNCH) commodity bundles at all supported healthcare facilities.

Facilitate and monitor incremental performance enhancements within states’ DR MNH commodity financing, budgeting, and replenishment systems.
To explore and utilize available financing mechanisms, including social health insurance, as well as other relevant programs, with the aim of enhancing affordable access to maternal, newborn, and child health (MNCH) bundled services for end beneficiaries in all project states.

The MPH-ASSIST initiative is designed to enhance the seamless provision, beneficiary utilization, monitoring, and reporting of maternal and newborn health (MNH) bundle commodities within supported health facilities, ensuring their consistent availability and accessibility.
This role will be accomplished by fostering cross-agency partnerships spanning multiple Ministries, Departments, and Agencies (MDS)—such as the State Ministry of Health (Smog), State Primary Health Care Development Agencies (Spicas), Disease Monitoring and Analysis/Civil Registration and Vital Statistics (DMA/CMS) systems, health facilities, and key partners including FIELD Intelligence, C4SD, CEPAP, TA Connect, Scalar, and CHAI, among others.
The initiative aims to ensure sustainable achievement of several key objectives: the reliable last-mile delivery (LMD) of maternal, newborn, and child health (MNH) commodities to healthcare facilities, enhanced state-level capabilities to strategically plan, finance, and implement LMD operations, the digital transformation of state-level logistics management information systems (LUIS) to enable real-time tracking of logistics data, development of consumption-driven forecasting and quantification methods for MNH bundle commodities, and the reinforcement of Disaster Relief Fund (DRF) programs to guarantee an uninterrupted supply of MNH commodities.
The initiative also seeks to enhance the accessibility and affordability of these bundled maternal, newborn, and child health (MNCH) services for beneficiaries by utilizing established government and donor-supported financing frameworks that safeguard women and their families against financial hardship. These frameworks encompass national and state health insurance programs, as well as complimentary or subsidized MNCH services integrated into the BHCPF 2.0 and HOPE-PHC initiatives, alongside state-level free MNCH programs where applicable.
