ACF Nigeria is actively seeking a Hygiene Officer to oversee the effective execution of public health promotion initiatives and the distribution of Non-Food Items as part of the WASH project.

Position Details

Reporting to the WASH Program Manager, this role is responsible for overseeing and delivering water, sanitation, and hygiene initiatives in alignment with organizational objectives. Key responsibilities include managing project budgets, coordinating with stakeholders, and ensuring timely implementation of activities. The ideal candidate will possess a minimum of five years of relevant experience in WASH programs, strong leadership capabilities, and proficiency in monitoring and evaluation frameworks. Additionally, the role requires excellent communication skills and the ability to work effectively in diverse, often challenging environments.

We seek a professional to fulfill a position based at the designated workplace in Guru, Lobe State.

Oversee and execute critical operational duties to ensure organizational efficiency and effectiveness. Lead and coordinate cross-functional teams to drive project success and meet strategic objectives. Develop and implement policies, procedures, and best practices to enhance performance and compliance. Monitor departmental performance metrics to identify areas for improvement and implement corrective actions. Collaborate with senior leadership to align initiatives with long-term business goals. Provide mentorship and guidance to team members to foster professional growth and development. Ensure adherence to regulatory requirements and industry standards while maintaining high ethical standards.

Overall supervision of public health promotion and non-food item (NFL) distribution initiatives will be conducted in alignment with ACF’s local strategy and international guidelines.

Conduct a joint multi-sectoral rapid needs assessment, perform a comprehensive analysis of the results, and develop a hygiene promotion strategy grounded in those findings.

Implement the WISH EM methodology and gather the necessary data to support context-specific hygiene promotion initiatives.

Implement the Baby-Wash methodology while gathering data to enhance hygiene promotion interventions tailored to specific contexts.

Working collaboratively with the WASH Program Manager, the role involves reviewing and modifying hygiene promotion training and IEC materials to ensure alignment with local contextual factors and the specific needs of the target training groups, with the development of a comprehensive communication plan as a key deliverable.

Ensure all monitoring mechanisms comply with the agreed-upon monitoring format.

Regularly evaluating emergency requirements, as needed, with a strong emphasis on the wider implications for public health;

Plan the selection and enrollment of beneficiaries, and oversee the distribution of non-food item (NFL) kits in collaboration with the Field Assistant team.

Collaborate seamlessly with the MEAL team to guarantee that post-distribution monitoring (PDM) is carried out for all non-food items (NFS) distributed.

Demonstrate a commitment to upholding the SPHERE minimum standards in all work-related activities.

Provide support to the WISH Program Manager as needed, and contribute directly to community mobilization efforts when required.

Ensure that all technical deliverables align with the needs and preferences of diverse target audiences while maintaining the highest standards of public health safety.

The objective is to provide comprehensive training and capacity-building initiatives for staff members and partners.

The PHP team, comprising both volunteers and staff members alongside partners, must be thoroughly informed about the hygiene promotion strategy, with all activities meticulously aligned to its outlined initiatives.

Develop comprehensive training materials covering pertinent technical subjects and facilitate educational sessions for internal employees as well as external partners and stakeholders.

Collaborate with the WASH Program Manager to create and refine technical guidelines and implement supportive tools.

Evaluate potential areas for enhancement and document key lessons learned to inform upcoming initiatives.

To facilitate seamless project execution, collaborate closely with internal teams and local stakeholders, ensuring effective coordination throughout the implementation process.

Collaborating effectively with the WASH Program Manager during the planning, design, and implementation phases of public health promotion initiatives focused on WASH.

Representing the organization in local-level WASH meetings and technical working groups, as directed by your line manager, to address public health promotion initiatives and the distribution of Non-Food Items (NFS).

Collaborate effectively with the Nutrition and Health team to align efforts, thereby enhancing service delivery to the designated population.

To oversee and lead the personnel entrusted to your care, ensuring their performance aligns with organizational goals and standards.

Supporting the recruitment of staff in alignment with the predetermined organigram structure.

Overseeing the daily operations and performance of your direct reports is a core responsibility of this role.

You will establish performance objectives for your direct reports and conduct performance evaluations in accordance with ACTION AGAINST HUNGER’s performance management policies, while also identifying opportunities for support and capacity development.

Foster effective collaboration and seamless integration with fellow members of the WASH technical team.

Position qualifications include a Bachelor’s degree in business administration, finance, accounting, or a related field, along with a minimum of five years of progressive experience in financial management, budgeting, or related roles. Proficiency in financial software such as QuickBooks, Excel, and ERP systems is essential. Strong analytical, problem-solving, and communication skills are required, along with the ability to work independently and collaboratively in a team environment. Candidates must possess a keen attention to detail, organizational skills, and the capacity to manage multiple priorities while meeting deadlines. Familiarity with GAAP and regulatory compliance is also necessary.

A bachelor’s degree in public and environmental health, hygiene, or a related field is required.

Willingness to travel to any destination throughout Northern Nigeria is essential.

Demonstrates a proven track record in leading hygiene promotion initiatives, with a strong background in overseeing such efforts.

Adaptability and flexibility are essential qualities for this role.

Two to three years of relevant professional experience is required.

Microsoft requires proficiency in Microsoft Office Suite applications, including Outlook, Excel, PowerPoint, and Word.

Capable of relocating and traveling frequently to remote locations with restricted access to essential services.

Fluent in both English and Hausa is required.
