The successful candidate will be responsible for the formulation and implementation of safety management policies and procedures, ensuring their systematic application across all of Tearfund’s operational regions, known as clusters, in West Africa. Additionally, there may be opportunities for collaboration with the safety and security manager in the East and Central Africa regions.

They will cultivate team-wide capacity and motivation for security analysis and management, tailored to individual roles. Key responsibilities include threat evaluation, risk mitigation guidance, and the maintenance and enhancement of safety and security protocols. Additionally, they will provide support for these procedures across country teams and clusters, ensuring robust field safety and security practices. All staff must be informed, trained, and compliant with Tear fund’s safety and security management policies and procedures, with these guidelines effectively adapted to local contexts through safety and security plans, procedures, and Standard Operating Procedures (SOPs).

The incumbent will be part of the International Safety and Security Team, responsible for delivering and maintaining staff training across the region and its constituent countries. Additionally, they will serve as the primary contact for coordinating assistance during critical incidents in any of the regions’ countries, supported by the International Safety & Security Manager and the broader team.

The position reports directly to the International Safety & Security Manager and maintains a secondary reporting line to the WA Regional Program and Opus Lead, ensuring alignment between the role’s objectives and the requirements of country and cluster teams while remaining integrated with and supported by the technical team. The incumbent will collaborate closely with senior leadership in country and cluster offices, as well as with those overseeing management security at both country and field levels, assisting them in security-related decision-making through expert analysis and guidance.

Other essential duties encompass maintaining accurate financial records, ensuring compliance with regulatory standards, and preparing detailed reports for management review. Additionally, the role involves collaborating with cross-functional teams to streamline processes, identifying cost-saving opportunities, and supporting strategic initiatives aligned with organizational objectives. Strong analytical skills are required to interpret complex data, while proficiency in financial software and advanced Excel functions is necessary for effective performance. Candidates must possess excellent communication abilities to liaise with stakeholders and convey insights clearly. Prior experience in a similar role within the industry is preferred.

Collaborate closely with senior management to craft the country strategy, devise its implementation plans, and prepare the corresponding program budgets, while also contributing to the development of safety & security plans and implementing essential safety and security risk management processes.

Ensure comprehensive assessment and monitoring of all program activities and locations to evaluate staff safety and security risks, subsequently providing strategic recommendations on procedures and practices aimed at minimizing staff exposure to risk and vulnerability for key decision-makers.

Provide assistance to all other WA countries in updating their SSPs. Collaborate with Country Directors to review country-level safety and security plans, ensuring a fully inclusive process that engages a wide range of team members. Distribute and implement the finalized documents through recurring workshops, presentations, and new staff orientation programs.

Provide assistance to project personnel in the creation and execution of localized safety and security strategies. Oversee the review and updating of safety and security protocols across all operational zones, ensuring alignment with Tearfund’s global safety and security standards (covering staff personal safety, office spaces, accommodations, and warehouses).

Revise the country programs’ safety and security policies and procedures to secure approval from the relevant Cluster Lead before distributing them accordingly.

Tear fund will be represented and promoted as a leading organization in safety and security networks and cluster meetings, with active participation in all such forums. The role involves attending every cluster meeting and engaging in information-sharing initiatives with NGOs, inter-agency groups, and UN entities.

Research and compile comprehensive assessments of safety and security conditions across all Tear fund office and project locations, drawing on data from diverse local and international sources such as the NGO Security Cluster, Security Tree, UNDOS, OCHA, and other international NGOs. Utilize these findings to generate a formal weekly security report, ensuring accurate and actionable insights for stakeholders.

Support teams by conducting ongoing threat evaluations and producing detailed reports regarding security assessments for offices, staff guest houses, field sites, and project areas. Ensure the thorough completion of all required safety and security procedures—such as checklists and country security risk ratings—is verified and documented across all project sites and the country office.

Ensure prompt and effective real-time support is provided to country and cluster teams for all incidents, as required, with all follow-up actions completed and accurately documented in the Incident Report Form (IF). Additionally, ensure the ISS Team Assistant is informed when an IF should be closed and the case transitioned to the database.

Provide guidance to project personnel regarding the development of project budgets, ensuring sufficient allocation for security measures and training while upholding adherence to industry best practices, agreed-upon minimum standards, and relevant sector policies.

Ensure that security, health, and safety training requirements are incorporated into the annual program budget as well as individual donor budgets.

The International Safety & Security Manager must be informed of evolving training and budgetary requirements across the country and the assigned cluster to ensure effective planning and resource allocation.

Foster a heightened culture of safety and security awareness throughout the team by emphasizing skill enhancement and providing comprehensive coaching to all staff in pertinent safety and security domains.

The role involves assessing training requirements—spanning personal welfare, safety, and management—then designing and delivering consistent training sessions for both international and national staff on personal safety, common threat responses, and safety management, where relevant, in alignment with the organization’s training program and strategic objectives. Training offerings encompass a range of critical topics, such as compound safety, security guard protocols, convoy driving, threat assessments, contingency planning, health and safety standards, and communication procedures.

Ensure the comprehensive management and execution of all program components strictly adhere to the signatory codes of conduct and established best practices.

Facilitate the review of learning outcomes, incident debriefs, and other evaluations to ensure insights are effectively captured. Oversee the dissemination of key learnings from reviews, evaluations, and audits to stakeholders in the field, UK-based teams, and other relevant programs. Collaborate closely with the International Safety and Security Officer or Manager in the UK to integrate critical learnings into internal knowledge management platforms.

Develop and maintain productive professional relationships with key stakeholders across security networks, such as INTO, local communities, the UN, NGOs, and donor agencies, as applicable. Strengthen Tearfund’s position as a leading organization within a broad network of security contacts and information sources, while empowering Country Directors to effectively engage with and maximize the value of these networks.

Attend every inter-agency security meeting, conference, and workshop as scheduled. Engage in all additional incident and information-sharing mechanisms to facilitate collaboration and ensure situational awareness.

Must possess a Bachelor’s degree in Computer Science, Engineering, or a related field, along with at least five years of relevant experience in software development. Proficiency in programming languages such as Java, Python, or C++ is required, along with expertise in databases like SQL and NoSQL. Strong problem-solving skills, excellent communication abilities, and the capacity to work collaboratively in a team setting are essential. Knowledge of cloud computing platforms and DevOps practices is a plus.
