Role Summary
The State Technical Assistant will deliver essential technical guidance to intervention secondary health facilities and Primary Health Centers within assigned Local Government Areas (Gas), ensuring the seamless execution of project goals. This role focuses on guaranteeing the reliable and continuous availability of Maternal and Newborn Health (MNH) bundle commodities for end users.
The STA initiatives will prioritize enhancing the management of DRF MNH commodity stocks and revenue generation, alongside the digitalization of facility inventory systems and the complete integration of NHL MIS tools by FLHCWs.
The incumbent will engage and oversee key stakeholders at state, local government area (LGA), and facility levels, playing a pivotal role in advancing project implementation and ensuring the successful delivery of targeted health facility interventions.
Offer technical assistance to intervention public secondary and primary healthcare facilities within specified Local Government Areas by conducting regular mentoring and supportive supervision visits.
Enhance facility-level Drug Revolving Funds (DRFs) by optimizing the management of Maternal, Newborn, and Child Health (MNCH) bundle commodities and revenue streams.
FIELD Intelligence is being assisted in transitioning health facilities from paper-based to electronic inventory management for MNH commodities, while ensuring all intervention sites are successfully onboarded onto the National Health Logistics Management Information System (NHL MIS).
Provide guidance and mentorship to facilitate the LUIS digitization process, ensuring the complete adoption and utilization of electronic tools by Frontline Health Workers (FLHWs), while monitoring their progress throughout the initiative.
Leverage state dashboard performance metrics to guide strategic assessments and deliver targeted technical assistance, thereby enhancing facility-level supply chain management effectiveness.
About the MNH-ASSIST Project
The MPH-ASSIST project is designed to enhance the consistent availability, accessibility, utilization, monitoring, and reporting of maternal and newborn health (MNH) bundle commodities within designated health facilities.
This role will be delivered through strategic partnerships with multiple stakeholders across various Ministries, Departments, and Agencies (MDS), such as the State Ministry of Health (Smog), State Primary Health Care Development Agencies (Spicas), District Medical Associations/Comprehensive Management Systems (DMA/CMS), and health facilities, as well as key collaborators including FIELD Intelligence, C4SD, CEPAP, TA Connect, Scalar, and CHAI, among others.
The initiative aims to establish sustainable systems that ensure the reliable last-mile delivery (LMD) of maternal, newborn, and child health (MNCH) commodities to health facilities. It also seeks to enhance state-level capabilities in planning, financing, and implementing LMD operations. Additionally, the project will modernize state logistics management information systems (LUIS) to enable real-time tracking and visibility of logistics data. A consumption-driven approach will be adopted for forecasting and quantifying MNCH bundle commodities, while supply chain resilience will be strengthened through improved direct redistribution facility (DRF) programs to maintain a consistent replenishment of essential MNCH supplies.
The project also seeks to enhance affordable access to these bundled Maternal, Newborn, and Child Health (MNCH) services for beneficiaries by utilizing pre-existing government and donor-funded financing strategies designed to safeguard women and their families from financial hardship. These strategies encompass national and state health insurance programs, free or subsidized MNCH services incorporated into the Basic Health Care Provision Fund (BHCPF) 2.0 and the HOPE-PHC initiative, as well as state-level free MNCH programs where applicable.
Oversee and execute a comprehensive range of essential duties, including the planning, coordination, and implementation of projects to ensure timely completion and adherence to established standards. Develop and maintain efficient systems to monitor progress, address challenges, and optimize performance across all operational areas. Collaborate with facility management and frontline healthcare workers to address identified discrepancies and elevate pertinent issues to the appropriate authorities as needed.
Implement tailored mentoring strategies to enhance facility DRF revenue and stock management, drive swift adoption of electronic tools for inventory management, and reinforce adherence to industry best practices in inventory control.

LUIS Digitization and System Management involves overseeing the modernization and optimization of Logistics Management Information Systems (LUIS) to enhance data integrity, accessibility, and efficiency. This role encompasses the development, implementation, and maintenance of digital platforms that streamline supply chain operations, ensuring accurate and real-time tracking of logistics data.
