The Programs Officer will oversee the strategic planning, coordination, execution, and evaluation of all programs and projects under the RIO Foundation’s purview. This position guarantees that initiatives are executed with precision, adhering to deadlines, budgetary constraints, and predefined scopes while fully aligning with the organization’s objectives, donor mandates, and community expectations.

The successful candidate will be instrumental in enhancing program effectiveness by adeptly managing operations, generating insightful reports, fostering stakeholder relationships, and driving ongoing enhancements in project execution.

Oversee critical operational tasks, ensuring alignment with organizational objectives and maintaining high standards of efficiency and compliance. Develop and implement strategic initiatives to drive performance improvements, fostering innovation and sustainable growth. Lead cross-functional teams, delegating responsibilities and providing mentorship to enhance productivity and professional development. Monitor key performance indicators, analyze data trends, and report findings to senior leadership to support data-driven decision-making. Collaborate with stakeholders across departments to streamline processes, eliminate redundancies, and optimize resource allocation. Ensure adherence to industry regulations, internal policies, and best practices to mitigate risks and uphold organizational integrity.

Spearhead the strategic development, meticulous planning, and seamless execution of programs and projects from inception to completion.

Formulate comprehensive work plans, allocate resources efficiently, establish realistic budgets, create precise timelines, and design structured activity schedules to ensure project objectives are met systematically and within stipulated parameters.

Facilitate on-site operations and cultivate meaningful relationships with beneficiaries, partners, and local community stakeholders to ensure effective collaboration and program success.

Utilize established indicators and tools to assess and measure program effectiveness continuously.

Gather, evaluate, and systematically record program data, outcomes, and documented success stories to assess performance and inform strategic decisions.

Compile and deliver up-to-date narrative and financial reports tailored for both management teams and donors in a timely manner.

To uphold adherence to donor guidelines, organizational policies, and applicable regulatory requirements, diligent compliance must be maintained.

Conduct thorough risk assessments for program execution and propose effective mitigation measures to address potential challenges.

When necessary, assist in drafting proposals and developing concept notes to support organizational objectives.

Facilitate the planning, execution, and coordination of training sessions, workshops, and community engagement initiatives.

Bachelor’s degree in Computer Science, Information Technology, or a related field is required. Minimum of three years of professional experience in software development, with proficiency in Python, Java, or C++ being essential. Familiarity with database management systems and cloud platforms is advantageous. Strong problem-solving skills and the ability to work collaboratively in a team environment are necessary. Excellent communication skills, both written and verbal, are required to effectively convey technical concepts to non-technical stakeholders.

A bachelor’s degree in Development Studies, Social Sciences, Project Management, Public Administration, or a closely related discipline is required.

Seeking candidates with a minimum of two to five years of hands-on experience in program or project coordination, preferably within the context of an NGO or development-focused organization.

Exceptional ability to manage projects efficiently and maintain meticulous organization throughout all stages of development.

Proficiency in managing or contributing to initiatives funded by donors is highly desirable.

Outstanding ability to express ideas clearly and effectively through both written and spoken communication channels.

Strong proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint, is required.

Proven capability to operate autonomously while also contributing effectively within collaborative team settings.

Possesses robust analytical capabilities, a proficiency in report generation, and adept problem-solving abilities.
