The Nigeria Policing Programme (NPP) is funded by the British High Commission through the Conflict, Stability and Security Fund. The programme aims to improve the Nigerian Police Force’s contribution to the delivery of safety and security for Nigerians in target states; strengthen internal and external accountability mechanisms; and improve the coherence of security provision among and between formal and informal security actors.
NPP will take an ‘issues based’ approach to programming. The NPP will build capacity within the NPF and targeted policing accountability mechanisms, support appropriately decentralised decision making within these bodies; facilitate improved communication within and between security actors and improve the effectiveness of public outreach and public advocacy. The NPP’s work will seek to contribute to an outcome where the NPF in target areas, and targeted accountability mechanisms are, and are perceived to be more capable and responsive institutions with improved integrity.
In order to do this, NPP will identify problems around resource allocation, effective policing techniques (community policing), professional standards and joint operations to use as entry points, and then link our activities vertically through the local, state and federal levels to maximise impact. We will also work horizontally to ensure that interventions are designed to improve service delivery, accountability, coherence, and evidence based planning, rather than separate these issues into separate component based activity. NPP will be an applied learning programme, which will actively seek to ‘learn by doing’, and will utilise these lessons for the programme itself, but also for other actors working on security and justice programmes funded by the BHC and by other donors.
NPP is a national programme, and as such will work at the Federal level, and in four target states: Borno, Kano, Lagos and Enugu. NPP will also complement and capitalise on the activities delivered through the EU Trust Fund programme in Yobe and Adamawa as well as Borno, which is implemented by British Council, who are partners on the NPP programme. We will also align interventions with the EUDF ROLAC programme’s efforts to embed the Administration of Criminal Justice Act into NPF procedures in Kano and Lagos. The programme is implemented by Coffey International, in partnership with British Council, The Rule of Law and Empowerment Initiative (also known as Partners West Africa – Nigeria) and CLEEN Foundation. NPP is currently due to end in March 2019, shortly after the next Presidential Elections.

The Position

To deliver in line with the approach advocated above, the programme will be recruiting State level intervention leads in Borno, Kano, Lagos and Enugu.
The State level intervention leads will be the permanent representative of the NPP in their focal states, and as such will act as the central point of contact for any state-level issues relating to programmatic activities.
They will be responsible for: facilitating, developing and maintaining relationships with key policing stakeholders in their states; providing contextual inputs that seek to tailor the effective delivery of the programme; ensuring that interventions and activities are driven by needs on the ground, adapted to suit the context of delivery, and delivered on time and to the requisite quality in accordance with client requirements, statutory procedures, and Coffey processes.
They will also need to engage with the programmes’ Monitoring, Evaluating and Learning (MEL) workstream, and both suggest and adapt approaches in line with evidence generated.
They will also be required to manage a small co-located office, oversee the work of a junior programme officer, and in so doing, provide programmatic and logistic support to NPP sponsored activities in their focal state.

Key Responsibilities The State level intervention lead’s responsibilities will include the following:

Analysing, reporting and navigating the political economy of the state to ensure that the programme is best able to adapt its approaches for effective delivery, whilst remaining focused on the objectives of the programme;
Facilitating, developing, maintaining and managing relationships with and between key policing stakeholders (formal and informal) at state and local level that are used effectively to advance the programme’s deliverables;
Representing the Nigeria Policing programme at state and local level forums within the governance and security sector, facilitating a permissive relationship between the programme and key stakeholders, and ensuring the programmes’ key messages are understood, communicated and acted upon;
Identifying and providing context specific inputs into scoping, designing, planning and delivering NPP’s interventions in their focal state, in close partnership with NPP colleagues;
Directly managing and/or closely overseeing activities and interventions in their states. This will include, but not be limited to commissioning and managing sub-contractors, longer term delivery partners or short-term technical assistance delivering work for the programme in their focal state;
Ensuring that the programmes’ activities are effectively communicated to key stakeholders, in line with NPP’s wider communications strategy;
Actively contributing to monitoring, evaluation and learning of activities, interventions in their states, with a view to shaping the wider programme;
Supporting the setup and overseeing the operations of the NPP platform in their focal state, which is likely to be co-located with a programme partner.
Line managing one co-located junior programme officer. This will involve carrying out mid-year reviews, ensuring regular communication in weekly team meeting and regular 1-2-1s, and delivering feedback from other members of the Nigeria Policing Programme;
Contributing to the production of high quality reports for multiple audiences, including but not limited to monthly activity based reporting, quarterly reports and milestone delivery reporting;
Ensure that all interventions reflect cross cutting themes and provide cross cutting monitoring data on gender, conflict sensitivity, human rights, coherence and coordination.

They will work closely with the rest of the NPP team to:

Provide clear and consistent direction to junior personnel working on the programme
Ensure effective political engagement with key stakeholders and the beneficiaries of the programme
Ensure that the programme is delivered in accordance with the programme workplan and budget
Perform any other duties as may be required by the Team Leader, Deputy Team Leader(s) or the Programme Director.

The State level intervention leads will represent NPP and Coffey with integrity and professionalism throughout the duration of this assignment, and will comply with Coffey and NPP management practices, operating procedures and expected norms and behaviours. The State level intervention lead will be required to regularly report to and liaise with the Abuja-based NPP team, including weekly calls with the Deputy Team Leader (technical). They will also work in close partnership with the Team Leader, the Deputy Team Leaders, the Policing Manager and the MEL manager, pro-actively engaging them in relevant work where appropriate. The State level intervention lead will be based in their state capital, but expected to conduct inter-state travel, particularly to Abuja, but occasionally to the other three NPP focal states. We are looking for candidates who have extensive experience in their state and a strong understanding of the political economy of their state.
They should have senior-level experience of working on donor-funded programmes and experience engaging with security agencies and state authorities.
