Short Term Consultant in Infrastructure Concession

Location: Abuja Duration: This consultancy is for three months. Description NEXTT contributes to food security and poverty reduction in Nigeria and supports regional trade and transportation objectives by facilitating trade flows. It supports Nigeria’s participation in the African Growth and Opportunities Act (AGOA) and complements agricultural productivity improvement efforts under the United States Government’s food security initiative known as Feed the Future with three program activities: transport corridor improvements, policy reform and trade facilitation, and expanded export support. The Federal Roads Maintenance Agency (FERMA ) in Nigeria is a statutory Agency of GON with the primary responsibility of maintaining and managing the federal roads network. One of the challenges faced by the Agency in delivering its mandate is the reduction in carriageway capacity at some locations along the federal highway due to parking of trucks partially on the carriageway and road shoulders. The affected locations have become bottlenecks to free flow of traffic with resultant damage on shoulders and safety risk. This situation has also grossly affected in negative term, the competitiveness of investments and trade along the LAKAJI Corridor which is the focus of NEXTT intervention. Consequently, FERMA is desirous to develop trailer parks at strategic locations along the LAKAJI Corridor to address the enumerated challenges. This is to facilitate free movement of people, freight and goods on the LAKAJI Corridor highway, restore full carriageway capacity and end delays often experienced at those locations with a view to increasing investments and trade competitiveness. The Consultant will work with Federal Roads Maintenance Agency (FERMA) in Abuja to undertake the following activities:

Conduct a feasibility study including viability, demand and utilization, attractiveness to investors coupled with development / service options of the trailer parks.
Come up with new or improved design of the trailer park facilities with the associated cost implication.
Prepare a workable procurement and management model/template for the trailer parks that would conform with the National Procurement Act and in line with international best practice.
Evolve institutional capacity building including staff training.
