About the MNH-ASSIST Project

The MPH-ASSIST project is designed to enhance the consistent availability, accessibility, utilization, monitoring, and reporting of Maternal and Newborn Health (MNH) bundle commodities in supported health facilities. This initiative will be executed through cross-sectoral partnerships involving key Ministries, Departments, and Agencies (MDS) such as the Smog, Spicas, DMA/CMS, health facilities, and collaborating organizations including FIELD Intelligence, C4SD, CEPAP, TA Connect, Scalar, and CHAI. The project’s core objectives include ensuring sustainable last-mile delivery (LMD) of MNH commodities to facilities, strengthening state-level planning, financing, and execution of LMD, digitizing state-level Logistics Management Information Systems (LUIS) for real-time logistics data visibility, implementing consumption-driven forecasting and quantification of MNH bundle commodities, and reinforcing Drug Revolving Fund (DRF) programs to guarantee uninterrupted replenishment of essential MNH supplies.

The initiative seeks to enhance affordability of these bundled Maternal, Newborn, and Child Health (MNCH) services for beneficiaries by utilizing established government and donor-funded financing mechanisms designed to mitigate financial risks for women and their families. These mechanisms encompass national and state-level health insurance programs, complimentary or subsidized MNCH services integrated into the Basic Health Care Provision Fund (BHCPF) 2.0 and the HOPE-PHC project, as well as state-specific free MNCH initiatives where applicable.

Role Summary

The Senior MEL Officer will lead the strategic and operational direction of the project’s Monitoring, Evaluation, and Learning (MEL) system, overseeing its design, implementation, and ongoing enhancement.

The individual will serve as a pivotal integrator, connecting data systems such as the NHL MIS and program dashboards with strategic programmatic decision-making at the central level and across the five designated focus states.

The position will provide direct supervision to the MEL Analyst and State Logistics Data Analyst, as well as oversight of indirect reports including State Technical Assistants.

The position will be responsible for ensuring that all deliverables are completed accurately and on schedule while maintaining strict adherence to quality standards and regulatory requirements.
