The Manager, Field Operations oversees all monitoring and evaluation field activities for Evidence Action’s programs across the West and Central Africa Sub-region, which includes Nigeria, Liberia, and Cameroon.

This role offers a dynamic opportunity to manage program research and learning initiatives, facilitate MLE assistance for regional programs, and spearhead the creation and evaluation of monitoring frameworks. Oversee the development, implementation, and monitoring of assigned initiatives to ensure alignment with strategic objectives. Collaborate with cross-functional teams to identify opportunities for enhancement and drive process improvements. Conduct regular performance evaluations to assess progress and address any deviations from targets. Prepare comprehensive reports to communicate findings, insights, and recommendations to leadership stakeholders. Serve as a liaison between departments to facilitate seamless coordination and execution of key projects. Ensure compliance with organizational policies, industry regulations, and quality standards throughout all operational activities.

The position involves orchestrating and managing Machine Learning Engineering (MLE) support initiatives tailored to programs operating in the designated sub-region, ensuring seamless alignment with regional objectives and operational requirements.

Enhance and optimize machine learning engineering (MLE) operations to ensure they are thorough, cost-effective, and strategically designed for achieving program objectives. Utilize the most financially prudent yet high-quality approaches and methods available to execute the budget with maximum efficiency.

Review and monitor program MLE (Monitoring, Learning, and Evaluation) outcomes, providing assistance in analyzing and utilizing these results to enable data-informed decision-making for program teams across the sub-region.

Responsible for directing vendor sourcing initiatives to meet Machine Learning Engineering (MLE) program requirements across the sub-region, while ensuring strict adherence to budget allocations, project timelines, and deliverable standards.

The Machine Learning Engineering (MLE) Strategy team’s research and learning initiatives aim to bridge critical knowledge gaps regarding the programs operating in the specified sub-region. This involves developing research methodologies and sampling frameworks, drafting and piloting surveys and their protocols, creating analysis plans, overseeing data collection, performing data cleaning and analysis, and compiling comprehensive reports to communicate findings effectively.

Contribute to the development and enhancement of content for the Machine Learning Engineer newsletter, as well as sub-regional, regional, global, internal, and external publications.

Conducting data collection activities across all Evidence Action programs within the subregion entails gathering, compiling, and verifying essential information to support program implementation and evaluation. This role involves executing systematic data collection protocols, maintaining accurate records, and ensuring compliance with established standards and methodologies. Additionally, the position requires consistent collaboration with program teams to validate data integrity and address any discrepancies or gaps.

Oversee country teams and allocate resources effectively to meet all data collection goals—encompassing both quantitative and qualitative metrics—ensuring the acquisition of pertinent and dependable data for MLE initiatives.

Monitor monitoring reports generated by the Data Learning team, analyze their findings, and deliver insights tailored to the specific context of each report. Compile and distribute key lessons derived from these monitoring activities while systematically tracking advancements in critical areas to ensure that these insights directly inform and enhance programmatic improvements over time.

Overseeing the field operations team, this role involves ensuring seamless execution of on-site activities while maintaining high standards of efficiency and productivity across all operational sites. Collaborate with MLE leadership, HR Manager, and relevant program team representatives to oversee the needs assessment, recruitment, and onboarding processes for MLE staff within the sub-region.

Oversee the country-level MLE team to ensure strict adherence to all monitoring, evaluation, and learning activities while maintaining high-quality execution and meeting all established deliverables.

Collaborating closely with Program and MLE teams, we assess opportunities for enhancing capacity, fostering professional growth, and strengthening skill sets, then design tailored strategies to address these developmental needs for MLE teams across the sub-region.

Develop and sustain well-defined reporting templates and structured timelines that align with both internal operational requirements and external stakeholder expectations.

Facilitate the establishment and dissemination of Machine Learning Engineering (MLE) best practices throughout the organization, while promoting cross-geographical knowledge sharing among Evidence Action teams.
