Request for Service Provider (Delivery of Cash Disbursement to Beneficiaries)

Introduction 

Community Engagement & Social Development Initiative (CESDI) is a humanitarian organization committed to educating, empowering & creating awareness to the sustainable livelihood of women, men, children & youth, and the less privileged members of the society. CESDI is duly registered with the corporate affairs commission (CAC). 

The Organization is involved in community development, capacity building, economic empowerment, social counseling, social mobilization, raising awareness/ education on health and conflict resolution/peace building initiatives. 

Overview:

CESDI is seeking qualified and experienced Service Providers to deliver Beneficiary Cash Disbursement Services as part of our ongoing programs in Amarwa, Kaleri, Musakaleri and Bulturi communities in Konduga LGA of Borno State. The selected provider will be responsible for effectively and efficiently distributing cash transfers to 276 beneficiaries in accordance with the guidelines and objectives set by the organization.

Scope of Work:

The selected service provider will be tasked with the following responsibilities:

Cash Disbursement: Facilitate secure, timely, and transparent distribution of cash to beneficiaries as per program specifications.
Payment Channels: Provide multiple disbursement channels (e.g., mobile money, bank transfers, physical cash, or other suitable methods) to ensure accessibility for all beneficiaries.
Monitoring & Reporting: Regularly monitor the distribution process, ensuring that funds are delivered accurately and in full. Submit detailed reports on cash disbursement activities, including reconciliation, beneficiary feedback, and any issues encountered.
Compliance & Security: Adhere to all relevant legal, financial, and security protocols to ensure the safe and confidential handling of funds. Ensure the highest standards of accountability and transparency.

Eligibility Criteria:

To be considered for this opportunity, the service provider must meet the following criteria:

Proven experience in providing cash disbursement services for NGOs or large-scale programs.
Capacity to operate across the designated regions and handle cash transfers on a large scale.
Ability to offer a variety of payment methods and systems that are accessible to diverse beneficiary groups.
Demonstrated track record of managing cash distribution in compliance with relevant regulations, including anti-money laundering (AML) and counter-terrorism financing (CTF) requirements.
Adequate technology infrastructure to support electronic payments and reporting.
Strong understanding of the local financial and banking systems, and capacity to coordinate with relevant financial institutions.
