Regulatory and Policy Advisor

Position Summary

Tetra Tech is recruiting a Regulatory and Policy Advisor that will support the Empower Nigeria team in enhancing the regulatory and policy environment by providing best practices in implementing tariffs regulation, regulatory decision-making and alignment between state and national regulatory commissions. The candidate will require regulatory and policy expertise, leadership abilities, and the capacity to navigate complex regulatory and legislative environments. This position is full-time. Interested candidates must be based in and eligible to work in Nigeria. In country travel may be required.

Position Responsibilities

Engage with policymakers, regulatory bodies, and government agencies to provide technical assistance on developing and refining laws, policies, regulations, and standards in alignment with Nigerian Electricity Regulatory Commission (NERC) and respective state regulatory guidelines.
Collaborate with sector stakeholders to identify policy bottlenecks and regulatory challenges that hinder the growth of the energy market.
Support the identification and development of (technical and economic) regulatory substance and relevant possible program interventions or activities.
Identify the needs in terms of capacity development and technical assistance for regulatory improvement.
Evaluate requirements to policy changes and regulatory revisions as well as strategic means to achieve them.
Monitor and assess changes in energy policy, environmental regulations, and market conditions, collecting data and reporting on key performance indicators to inform future policy advocacy.
Develop and maintain a database of regulatory and policy frameworks, best practices, lessons learned, and advocacy initiatives to support knowledge sharing and capacity building among stakeholders.
Provide recommendations on improving policy effectiveness based on data-driven insights.
Prepare policy briefs, white papers, and presentations to communicate policy proposals to stakeholders.
Organize events, webinars, or panel discussions to engage the public and key stakeholders on energy issues to build consensus and promote alignment on regulatory issues.
Contribute to the development and submission of weekly, monthly, quarterly, and annual reports to USAID.
Work with the communications team to prepare outreach and thought leadership materials such as presentations, policy briefs, success stories, fact sheets, case studies, and digital content.
Perform other duties to help accomplish Tetra Tech’s contractual objectives as assigned by Outcome Lead and senior management.

Required Qualifications

Bachelor’s degree in public policy, law, economics, energy, or any other relevant field.
Seven years of experience in regulatory or policy development in the energy sector.
Strong understanding of regulatory and policy issues related to the energy sector, including licensing, tariffs, regulations, standards, and incentives.
Experience engaging with government agencies, regulatory bodies, private sector stakeholders, and other sector enablers.
Proven ability to analyze regulatory frameworks and advocate for policy changes that promote energy access and market development.
Familiarity with international best practices in electricity regulation and policy development.
Excellent written and verbal communication and negotiation skills, with experience in conducting stakeholder consultations, developing advocacy strategies, and facilitating policy dialogues.
Proficiency in project management tools and software, including MS Word, Outlook, PowerPoint, Excel, Teams.
Fluency in both spoken and written English.

Preferred But Not Required Qualifications

A master’s or higher degree in a relevant field.
Experience with USAID-funded projects.
Existing working relations with the Nigerian Electricity Regulatory Commission, Ministry of Power, Transmission Company of Nigeria, state governments agencies, research and development and industry organizations.
