The PositionThe Maiduguri Regional Officer will be the central point of contact for the programme in Maiduguri and will be the permanent representative of the programme in Borno state. The Regional Officer will provide programmatic support and logistical support to the CSSF Policing Project in Nigeria as well as providing contextual understanding of the operational environment in Maiduguri.Specific Requirements

Recruit regional office staff and experts in line with the programme needs to achieve programme objectives
Line manage Maiduguri based staff. This will involve carrying out mid-year reviews, ensuring regular communication in weekly team meeting and regular 1-2-1s, delivering feedback from others members of the Nigeria Policing Programme
Support set-up and operational management of Nigeria Policing Programme operational platform in Northeast Nigeria, including overseeing management of Programme Office space
Commission sub-contractors and manage sub-contractors delivering work for the Nigeria Policing Programme in Northeast Nigeria
Provide close oversight of delivery in Northeast Nigeria including reviewing workplans and stakeholder analysis to track progress and to inform future programming
Maintain existing relationships and foster further relationships with programme stakeholders including state actors, non state actors, INGOs and local NGOs and CSOs
Liaise closely with the Nigeria Policing Team in Nigeria, in particular working with the Team Leader and Programme Manager to develop future programme wide workplanning and to inform development and achievement of objectives
Identify areas of support needed at the county level, and liaises with the Nairobi based team to identify ways this can be provided.
Represent the Nigeria Policing programme at state and local level forums within the governance and security sector

General Requirements

Adhere to all security advice from Coffey’s Risk Management Team.
Adhere to Coffey International Policies and Procedures as outlined in the Operations Manual.

Submit all technical outputs for peer review prior to client submission in accordance with Coffey International Development’s quality assurance procedures.
Report in advance possible resourcing decisions and/or any procurement to the Programme Manager to ensure all programme costs are properly supported within the Nigeria Policing Programme budget.
Engage in the activities of the Programme Management Team and contribute to the progression of the programme, to ensure delivery of project outputs and outcomes in line with Nigeria Policing Programme log-frame/objectives. This will involve routine whole-of-project meetings to undertake detailed review of progress, adjusting workplans and resourcing on an on-going basis to remain on track.
Undertake other activities reasonably requested by the Programme Manager, Programme Management Team or by the client (FCO) for the successful accomplishment of the programme’s immediate objectives.

Special requirementsRegular travel and out of hours work may be required.Any other duties as may be required for the delivery of the programme. The PersonQualifications and experience

Degree level education in the social sciences, humanities, Law or related disciplines with at least three years of cognate experience
Excellent IT and administrative skills
Ability to adapt to new demands, evolving contexts and changing circumstances
Sound analytical and report writing skills
Ability to translate strategic aims into practical plans
Ability to work under pressure to strict deadlines
Demonstrable experience of project management, including successfully working across a range of tasks running in parallel
Strong inter-personal communication qualities and proven teamwork skills
Strong technical understanding of security and governance issues in the North-East of Nigeria, with specific reference to Borno state.
Experience line managing staff
Experience managing components of complex development programmes
Experience producing documentation of learning.
Experience operating with Government of Nigeria security agencies including the NPF at local and state level
Background of practical experience implementing peace and security related programmes in Nigeria with partners
Practical knowledge of Justice and Security current thematic issues and debates in the Northeast Nigerian context, and of the major donors such as the FCO and UN agencies
