Project Officer (Capacity Building)

Classification: Professional Staff, Grade P2 Type of Appointment: Fixed term, one year with possibility of extension Estimated Start Date: As Soon as Possible Core Functions / Responsibilities

Together with the Joint Initiative Regional Coordination Unit, participate in the development of a capacity-building strategy as well as the corresponding training programmes and materials on migration management related topics.
Manage the Facility for Consular Assistance (FCA), including setting up relevant procedures, implementing assistance and ensuring monitoring and evaluation of activities carried out under the FCA.
Conduct assessments of capacity building needs of government authorities and partners at regional level, when requested.
Plan and coordinate the delivery of regional workshops and trainings under the Joint Initiative.
Ensure production of quality internal and external reports on the capacity building and technical assistance provided under the Joint Initiative.
Provide advice and technical assistance on different aspects of training programmes to IOM, government’s counterparts and partners.
Support the organization of capacity building activities in key areas such as reintegration, protection and assistance to vulnerable migrants in countries under the Joint Initiative, as per need and availability.
Support activities aimed at fostering regional dialogue and coordination, including through assisting with the creation of a regional strategy on migration and the harmonization of national plans of action on migration.
Support the establishment of a regional migration resource center at the Economic Community of West African States (ECOWAS) and facilitate the creation a group of experts from West Africa to promote inter-regional exchanges of expertise.
Liaise with national and state authorities, programme partners, civil society, the international community and donors.
Encourage synergies with the EU funded “Support to Free Movement of Persons and Migration in West Africa (FMM West Africa)” Project as well as with ongoing regional and ECOWAS-led initiatives.
Liaise with ECOWAS especially on return and reintegration components as well as Migration Dialogue for West Africa (MIDWA) Working Group.
Coordinate any discussion/action related to or with ECOWAS with the FMM Program Manager prior to such discussion/action taking place.
Undertake duty travel as requested.
Perform such other duties as may be assigned.

Required Qualifications and Experience Education:

Master’s degree in International Law, Development Studies, Political Science, International Relations, Social Studies or a related field from an accredited academic institution with two years of relevant professional experience; or University degree in the above fields with four years of relevant professional experience.

Experience:

Proven experience on trainings or workshops facilitation, development of training curricula/modules relevant to migration management;
Minimum of 2 years of professional experience in Project Management, Project Implementation, monitoring and evaluation.
Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs) and at the regional level.
Strong communication and interpersonal skills as well as strong strategic and creative thinking.
Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines.
Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
Ability to guide and supervise staff and coordinate administrative matters.
Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages:

Fluency in English and French is required.

Internationally recruited professional staff are required to be mobile.
