This job is found in our Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
Job Purpose
To provide support to policy and programme activities that effectively meet food assistance needs.
Key Accountabilities (not all-inclusive) Within delegated authority and in close coordination with Programme, Finance and Supply Chain and IT, the Programme Officer – CBT will be responsible for the following duties:
Support the implementation of CBT, ensuring that the core functional areas of WFP (Programme, Supply Chain, Finance, ICT/SCOPE, Security) are incorporated into the planning, contracting, registration, distribution and reporting of the interventions, ensuring alignment with wider CBT policies and guidance.
Prepare, adjust and update the distribution plan including the scale up plan as per WFP strategies and global plans; Track progress against plan and immediately bring potential delays or capacity constraints to the attention of the coordinator before they occur and propose solutions;
Support the engagement with potential Cooperating Partners to co-operate with WFP in CBT modality, monitor CPs activities, support timely and quality reporting, and follow up timely invoicing and payments.
Follow up Financial Service Providers (FSPs) field activities and implementation of the obligations established in the relevant contracts
Provide field level operational support, including participation in needs assessments, monitoring/follow up activities, beneficiary verifications, retailers/agent’s verifications and sensitization/training processes.
Coordinate within WFP and with CPs the planning and implementation of specific CBT activities such as targeting, registration, distribution, reporting of achievements against plan as required. Ensure all equipment, material, CP staff/Volunteers, security/crowd control arrangements and transport required for the duration of each exercise.
Assure that all WINGS and SCOPE procedures are implemented and followed up for all distribution cycles.
Support the reconciliation processes, analyze and report on a monthly basis. Maintain records for audit purposes.
Support the update of the Risk Register matrix and the implementation of mitigation measures.
Recommend improvements in implementation SOPs, internal controls and Programme design.
Assist in cost analysis, assessments, transfer value reviews etc. as required;
Carry out any other official business as requested.

Standard Minimum Qualifications Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience & Skills:
Five years of professional experience, preferably in areas of development, emergencies or food security.
Technical knowledge through exposure to technical teams.
Good computer and numerical skills
Leadership of implementing programmes.
Involved into policy discussions and decisions.
Able to live and operate in field locations with very basic infrastructure and amenities
Language: Fluency (level C) in English language.
