Programme Officer Consultant

Duration: 6-month contract, with possibility of extension based on performance

General Context of the Job/role

The Programme Officer Consultant under SHO will provide technical and programmatic support for the implementation of a multisectoral nutrition intervention pilot in Katsina State. The role involves working closely with the Katsina State Ministry of Health, WFP, UNICEF, and cooperating partners to implement activities related to nutrition supplementation, cash-based transfers (e-vouchers), in-kind food distribution, and social and behavioral change communication (SBCC). The consultant will oversee project planning, stakeholder coordination, reporting, capacity building, and monitoring.

Key Responsibilities

The Programme Officer Consultant will act as a focal point to facilitate and support the successful implementation of the Katsina Pilot project. Key responsibilities include:

Technical & Programmatic Support:

Provide technical guidance for the implementation of project activities, including nutrition supplementation, cash-based transfers (e-vouchers), and routine screenings.
Monitor the project work plan, budget, and deliverables to ensure efficiency and alignment with project goals.

Collaboration & Stakeholder Engagement:

Liaise with key partners, including WFP, UNICEF, cooperating partners, and government agencies to enhance collaboration and coordination.
Manage communication flows and reporting between stakeholders.

Capacity Building & Monitoring:

Facilitate training and capacity-building sessions for government personnel and cooperating partners.
Support project monitoring, data analysis, and timely resolution of operational issues.

Reporting & Deliverables:

Submit monthly and quarterly progress reports and assist with financial and technical reporting processes.
Organize review meetings and learning sessions with key stakeholders to evaluate project outcomes and best practices.

Deliverables:

Monthly and quarterly reports on project implementation.
Processed monthly invoices from Katsina State Ministry of Health.
Convening of quarterly and annual review meetings.
Development of biannual communication materials and learning sessions.

Qualifications and Experience:

The ideal candidate should meet the following requirements:

Education: University degree in Nutrition/Public Health, Development Science, Agriculture and Food Sciences, or other related fields.
Experience: Minimum of 3 years’ experience in nutrition, public health, food security, or related technical fields.
Skills:

Strong project management skills, with the ability to work independently in resource-constrained environments.
Excellent written and oral communication skills in English.
Proficiency in Hausa is desirable.
Knowledge of Nutrition and Food Security dynamics in Northwest Nigeria is an added advantage.
