Background to the Project:
The JSI/MRITE project, funded by USAID, is supporting the Federal Government of Nigeria in introducing malaria vaccination into the National Routine Immunization (RI) Schedule. This initiative is being implemented through the Federal Ministry of Health (FMoH) and its agencies, including the National Primary Health Care Development Agencies (NPHCDA) and the National Malaria Elimination Programme (NMEP). The malaria vaccination is expected to complement other malaria control activities. To promote vaccine uptake, the JSI M-RITE project is supporting demand generation activities, focusing on Advocacy, Communication, and Social Mobilization (ACSM). These efforts aim to build confidence among caregivers of children aged 5-11 months to initiate the first dose of the malaria vaccine, which consists of four doses.
Additionally, the project promotes the continuation of other preventive measures, such as using bed nets, maintaining environmental hygiene, and implementing PMC and SMC approaches to malaria prevention in Kebbi state. Technical support is also being provided to the Malaria Technical Working Group and ACSM working group at national and state levels.
Recently, 846,200 doses of the R21/Matrix-M malaria vaccine arrived in Nigeria, marking the beginning of the phased rollout in November, starting with Kebbi and Bayelsa states due to their high malaria prevalence. Nigeria accounts for 31% of global malaria deaths, making this initiative a crucial step towards reducing the disease’s impact ¹.
Current Status of the Activity:
Malaria remains one of the leading causes of illness and death in Kebbi, adversely affecting the health, productivity, and economic stability of our communities. Despite ongoing anti-malarial efforts, including the distribution of insecticide-treated bed nets and indoor residual spraying, our region continues to face challenges with high malaria prevalence, particularly among vulnerable groups such as children and pregnant women.
The introduction of a malaria vaccination in Kebbi state represents a transformative opportunity to enhance our existing malaria control strategies. The malaria vaccine is a significant progress in the fight against this parasitic disease, providing an additional layer of protection for at-risk populations. Research has shown that vaccination can lead to a substantial reduction in malaria cases and related complications, thus lowering healthcare costs and improving the overall quality of life.
Furthermore, incorporating the malaria vaccine into our public health strategy would align with national and global health goals, particularly the World Health Organization’s aim to reduce the malaria burden by 90% by 2030. This initiative would also engage local communities in awareness campaigns, encouraging participation and fostering support for malaria prevention and control efforts.
In conclusion, the introduction of malaria vaccination in Kebbi is not just a health intervention; it is an investment in the future of our communities, ensuring healthier generations and paving the way for sustainable development.
General objective of the assignment:
The overall objective of this assignment is to design and produce high-quality Social and Behavior Change (SBC) materials to promote the USAID/M-RITE mission and support the Government of Nigeria’s national vaccination efforts. Specifically, the goal is to contribute to the successful introduction of malaria vaccination into the National Expanded Programme on Immunization (EPI), with a focus on revitalizing Routine Immunization and increasing malaria vaccine uptake.

Selection Criteria
Submissions will be evaluated in consideration of the Evaluation Criteria as stated below: The offer will be evaluated by using the Best value for money approach (combined scoring method). Technical proposal will be evaluated on 70%.
Whereas the financial one will be evaluated on 30%.

Qualification of the Agency
