About the Strengthening Advocacy and Civic Engagement (SACE) Project

Strengthening Advocacy and Civic Engagement (SACE) Project is a five-year, $19.2 million program funded by the U.S. Agency for International Development (USAID) and implemented by Chemonics International.
Its objective is to strengthen civil society’s ability to influence the development and implementation of key democratic reforms at the national, state, and local levels.
The project will support increased engagement and efficacy of civil society to influence public institutions whose function it is to serve citizens’ interests.
The project explicitly aims to engage marginalized populations, such as women, youth, and the disabled; in the process and emphasize the importance of leadership and innovation.
In its fourth year, the project now seeks to hire an additional National Program Officer.

Responsibilities

National Program Officer is responsible for assisting Deputy Chief of Party (DCOP) in day to day program administration across programming areas nationally in regular collaboration with the Niger Delta Program Officer and the Program Advisors in the office.
The National Program Officer will assist the DCOP by providing program administration support covering the areas of program event management and support, records management, program administration coordination, including assistance with updating the filing system and supporting M&E record keeping, and supervising the project interns.
S/he Will also liaise with the Grants/SAF and Finance as required around program administration.
S/he will ensure that technical operations are in compliance with USAID regulations and the contract signed by USAID and Chemonics.

Qualifications The ideal candidate will possess the following qualifications:

Bachelor’s Degree in a relevant field such as Social Sciences, Law, and Development Studies, etc., Master’s Degree preferred.
At least 1 year of demonstrated experience in the successful implementation of international development activities, with preference given to democracy and governance activities under a U.S. government contract instrument,
Experience in budgeting, specifically in assuring procurement, disbursements, logistics, and programmatic aspects are implemented on time and according to approved specifications.
Excellent communication skills, including interpersonal and in written and oral English.
Familiarity with USAID grants management rules and procedures
