JOB PURPOSEThe purpose of this position is to assist and to support the senior management team of the humanitarian mission of NCA in Nigeria to ensure the safety of NCA’s staff, assets, operations and reputation according to global NCA standards and humanitarian commitments. S/he will proactively maintain and develop NCA’s security risk management system in all areas of operation by constantly analyzing security risks and implementing adequate mitigation measures.MAIN DUTIES
Networking, Analysis and Representation
Regularly attend relevant security meeting (e.g. INSO, UNDSS) and adequately represent NCA in these meetings
Establish and maintain a solid network of relevant security contacts among peers and partners in the sector as well as with local authorities and community leaders in our areas of operation.
Constantly gather relevant intelligence, analyse the context and evaluate the security implications for our operations in Nigeria
Operational Advice and Supervision of Measures and Procedures
Transform intelligence from multiple sources into operationally useful advice by keeping NCA staff apprised through e.g. regular briefings, presentations, updates and alerts
Advise the Head of Mission in matters of security, both proactively and when called upon
Security-brief international visitors
Movement and Communications
Account for all travelling NCA staff by adequately monitoring all field movements through rigid movement and communications protocols
Oversee and manage drivers through regular checks and briefings according to NCA global safety and security standards
Ensure the road worthiness of all cars through regular checks and make sure that they are well equipped
Make sure that all other security-relevant routines and procedures are adhered to
Site SecurityManage guards and the built environment relating to the site security in our country and field officesHealth and Safety
Identify and maintain contact with suitable local health providers in Maiduguri and in the field locations for NCA staff
Ensure that general health and hygiene precautions in the office and in the field are met for and by NCA staff
Training
Conduct regular security trainings for NCA staff and partner organisations, comprising the basics of security management, personal security and security-relevant skills (e.g. first aid, fire drill, psychological first aid)
Train own and commercial guards and drivers on how to appropriately act and react
Conduct security briefings with visitors and new employees
Ensure that new staff within the first year of employment get a full security training
Find out training needs of partners and organize security trainings with them
Security DocumentationRegular update all security-relevant documentation in the mission according to NCA global standards, including the mission security plan, security risk assessments, key contacts, welcome letter, standard operating procedures (SOPs), security briefings and phone tree.Crisis PreparednessKeep up to date with relocation and evacuation procedures, including the maintenance of key contacts along all stages of the evacuation/relocation processPLEASE NOTE THAT ANYOTHER RESPONSIBILITIES CAN BE ASSIGNED TO YOU AS REQUIRED.REQUIRED SKILLS AND EXPERIENCE
At least 5 yeas of proven experience in managing security in a similar position in the humanitarian sector
Minimum Bachelor’s degree in Politics, Security Studies, Security Management, or related field.
Extensive and reliable network of contacts in the sector and in the local community
Good people skills and the ability to establish a network of relevant contacts
Written and spoken fluency in standard English; fluency in other local languages relevant to Northeast and southern Nigeria an advantage
Ability to express him/herself in a concise way within the constraints of limited time resources
Good writing and reporting skills
Good analytical capacities; ability to filter and analyse information and to transform them into operationally useful written and spoken security advice
Experience in developing and delivering trainings to staff and partners
Good knowledge and experience with communications technology
Initiative and pro-activity with respect to managing the security of the mission
Willingness to travel and stay in remote areas as required.
