Lead, Technical Regulatory Project Engineer RAN

Responsibilities

Support Network Group on technical related compliance requirements:

Work with Networks and other relevant internal stakeholders to develop Airtel’s input/submission on industry consultation on technical related matters, such as National Regulatory Authority,Quality of Service, Colocation & Infrastructure Sharing, National Roaming, Mobile Number Portability, Technical specification for web-based service activations, etc
In Collaboration with the Network Group engage the National Regulatory Authority to ensure compliance with QoS prescriptions in relations to KPIs & Half Rate Feature activation on Airtel’s network
Assist in developing Airtel’s input in Big Data and 5G Technology regulatory framework and implementation in the Nigerian Telecommunications Industry
Ensure that external interference related complaints escalated to the L&R Department are addressed by the National Regulatory Authority
Assist in processing and obtaining regulatory approval for microwave frequency assignment to ensure the provision of optimal Quality of Service to the subscriber
Assist in applying for new access spectrum licence and processing the renewal of expired Spectrum Frequency Licence.
Maintain a beneficial business relationship with key NCC personnel responsible for management of technical related issues/spectrum administration.

Engagement with the NCC to address issues of traffic refiling and SIM Box on Airtel’s network.
Assist in processing and obtaining type approval certifications for devices as well as support the OEM in expediting the granting of type approval certifications to be deployed on Airtel’s network.
Technical reporting to the NCC with regards to network outages, coverage map, site deployment and microwave utilization on the network.
Assist in the processing and management request for interconnectivity and capacity enhancement between Airtel and its local Partners, as well as engagement to ensure prompt resolution of escalation on degradation in interconnect QoS KPIs to avert the imposition of sanction on the business.
Assist in the processing and management of interconnectivity requests from Law Enforcement Agencies in relation to national security requirements (i.e. Lawful Intercept and Geo-location).Assist in the processing and management of interconnectivity request with the Emergency Communications Centre established by the NCC across different parts of the country. Airtel is the main interconnection partner at six locations, namely: Akwa Ibom, Delta, Ondo, Kebbi, Jigawa, Taraba and Adamawa.   

Internal Stakeholders Support Services with regards to Confirmation of Reasonableness of Service Fees, NOTAP approvals:

Advise relevant internal stakeholders on strategies to be adopted in engagement with the NCC with respect to processing of Confirmation of Reasonableness Services Fees (CRS) for foreign vendors payment. Provide guidance and support to internal stakeholders in HQ on the procedures for obtaining approval from National Office for Technology Transfer and Acquisition with respect to Agreements outside the scope of the NCC. 
Support the Commerce Team in engagement with prospective Mobile Money Strategic Partners and engagement with the NCC on mobile money services.

Manage Airtel Interconnect cost model:

Study, understand and provide advice to relevant internal stakeholders on Airtel Interconnect Cost Model
Assist in promoting internal efficiencies to ensure compliance to Airtel Interconnect Cost Model. 
Periodically scan the environment and provide inputs and information that will assist in correctional actions on the model, where necessary. 

Provide Airtel’s input to Interconnect Tariff Determinations of the NCC:

Work with relevant departments and Group to develop Airtel’s input to interconnect tariff determinations.
Interface with relevant regulatory bodies to ensure Airtel is abreast of and compliant to changes in extant regulations.
Interface with and maintain a beneficial relationship with key personnel at NCC responsible for interconnection.

Payment of Regulatory Fees and maintenance of records for same:

Interface with internal stakeholders to obtain information on regulatory payments and ensure that same are effected within the stipulated timeline, as well as maintain a database base on this score.
Develop and maintain a database of critical regulatory fees (AOL, numbering and spectrum) and ensure the availability of that information for planning purposes. 
Articulate submissions and engage with the NCC for the institution of operator friendly regime with regards to review of guidelines/regulations associated to regulatory fees. 

Support Commercial Group:

Assist in developing and managing Airtel’s products and services development process to ensure that tariffs comply with NCC price cap.
Assist in developing Airtel’s submission on ECOWAS Roaming implementation in the country
Maintain a beneficial relationship with key NCC personnel responsible for commercial related transactions approval including tariffs/promotions.
Support the team in engagement with the NCC during the conduct of regulatory compliance audit on MNP, do not Disturb, Forceful subscription to VAS, monitoring of tariff, SIM Card Registration, etc

Track the financial status of Interconnection and Infrastructure Sharing partners:

Interface with relevant internal departments to obtain information on the status of debts owed by interconnect and facility sharing partners.
Continually scan the environment to examine the financial status of interconnect and facility sharing partners with a view to advising the company of threats to ability to meet obligations.
 Develop and maintain beneficial relationship with key.

Assist in managing the database of interconnect and facility sharing partners.

Qualifications

6 years of varied experience in law, engineering or social sciences with ~ 4 years of relevant experience in Telecommunications field 
Understanding and knowledge of the regulatory environment.
Knowledge of Nigerian telecom, business environment.
Knowledge and comfort in navigating within the NCC and other regulatory bodies
Good degree in Law, Social Sciences or Engineering. 
Masters in business administration or a higher degree in any of the above disciplines would be preferred additional qualification.
Ability to deliver in a changing business environment. 
Ability to communicate and influence team direction without formal authority.
