Provide technical leadership, management, and technical support to the Metering team on a day to day basis
Monitor and assist in achieving metering PM and creates/updates the dedicated procedures into UNISUP.
Services Description
Ensures that periodical meter proving and validation exercises as well as proving systems calibrations are carried-out as provided for by the regulations governing operations of such facilities (DPR regulations).
In charge to prepare, place (after management validation), manage and follow the external Contracts based on the Company Metering Maintenance Contract Strategy needed to perform all metering systems maintenance.
Supports the sites operational teams as well as other PHC entities such as Production Performance, Well Performance, GSR, etc. as requested in areas of metering, including troubleshooting assistance, equipment maintenance, performance improvement, metering system uncertainties and adequacy, etc
Manages the following for the metering activities:
Relevant maintenance plans, procedures, spare parts & tools,
Certification with local authorities (DPR) of the fiscal metering systems (oil & gas),
Planning, works preparations, execution, control & receipt,
Costs follow-up and optimization,
Documentation needs and updates,
Reporting,
Ensures that the HSE Rules and Company Specifications are respected and adhered to.
Ensures that the Quality Assurance and Quality Control is in place and that the Quality level is correctly performed as per Nigerian regulations & Company’s Rules.
Involved in the QA/QC of all Production fields data.
Involved in checking and updating allocation procedures.
Assists other PHC entities in installing and maintaining data monitoring tools and methodologies.
Leads and manages technical teams to support the following functions:
Follow-up and update Oil Fiscal/Lifting status – Ensures that periodical meter proving exercises as well as proving systems calibrations are carried-out as provided for by the regulations governing operations of such facilities (DPR regulations) and Commercial partners (SPDC)
Follow-up and update Gas fiscal metering- Ensures that periodical validation exercises are carried-out as provided for by the regulations governing operations of such facilities (DPR regulations) and by Commercial partner requisites (NLNG)
Put in place and Manage Metering Contracts as defined in Metering Services Contractual Strategy
Manage Metering Upgrades/Obsolescence and SMR (Site Modification Request)
Ensure and secure SAP updates – spares, WOs… management; all measurement points to be followed as equipment to keep all history
Develop PM (Preventive Maintenance) and calibration procedures creation/update and population of SAP
Setup and follow-up all metering system PM (fiscal/technical) in SAP
Develop and maintain Metering Database
Develop and update Metering Handbooks for oil and gas systems
Provide technical assistance to the sites as well as to other PHC entities (well performance, GSR, etc.) for any metering issues.
Setup/Update Metering, Measurement & Allocation philosophy/guidelines, policies and procedures
Prepare and follow-up the company’s Metering Plan involving cost management
Follow up and ensure the maintenance, reliability and good adequacy/accuracy of all metering systems and guarantees the integrity of their measurements
Field measurement systems design and setup for existing facilities and new Projects (Ikike, Greenville…)
Well tests settings & calculation implementation and update in the DCS in coordination with Production, Well Performance and GSR
Analysis, follow-up, and update of facilities oil and gas pro-ration factors
Assist in developing Online Metering Measurement systems health monitoring to proactively detect unbalances and bad actors using PI tools (PI AF, PI datalink and PI Coresight) and in-line with Smart Room concept
Metering, Measurement points PI tags update in collaboration with Data system or Data QA/QC responsible
Define, put in place and update if needed the Measurement & Allocation schematics used in NPDMS
Develop and implement allocation computing systems to improve operations, avoid leakage of production and financial loss
Ensure that the HSE Rules and Company Specifications are respected and adhered to
Ensure that the Contractors Quality Assurance and Quality Control is in place and that the Quality level is correctly performed as per Nigerian regulations & Company’s Rules
Prepares the work programs and budget estimates related to metering activities in line with Metering Maintenance Strategy and with the obsolescence of metering equipment.
Ensures a relevant reporting (Quarterly Metering reporting) to be shared with HQ.
Leads and develop function and team to become a fully integrated support entity to GSR, Well Performance, sites and production support
Support interface to the reporting and field data QA/QC group from Production Support as well as to GOMC and Commercial
Acts as liaison between Engineering, Operations (GSR, WPerf, site and production support), maintenance and Commercial to ensure measurement systems, field operations and accounting systems are aligned: can intervene in Well Performance and Production Performance meetings
Initiates and follows-up all internal production audits – sampling points, metering system, as necessary to ensure the integrity of production and measurement system
Follows-up Regulatory Entities (DPR,NEITI,,,) and Commercial partners (NLNG,SPDC…) meetings and audits
Budget management in line with NAPIMS & Company approvals – OPEX/CAPEX
Coordinates, according to the instructions received from hierarchy, his activities with the rest of the TEPNG Maintenance Methods and planning engineers based in Port Harcourt: participates in the 5-Weeks and 5-Yearly look ahead planning.
Performs technical and cost studies in his field of competence in view of improving the metering system performance and upgrading the facilities as per approved action plan.
Follows-up the technical problems raised, follows-up the technical and contractual files, as instructed, follows up the warranty claims and the implementation of the corrective actions.
Pays regular visits to the sites as well as to other Port Harcourt entities to get their feedback on potential metering issues.
Provides assistance and logistics support as required for the provision of resources: vendors, additional manpower, services, tools, spare parts, consumables and other materials. Coordinates the transfer on sites of these resources.
Attends materials repairs or FAT at vendors/contractors facilities.
Analyses and validates the estimates provided by Contractors and verify that the estimates are in line with the contracts clauses.
Ensures that the preparation and the execution of the works are correctly performed.
Follows-up into Unisup, the computerised maintenance management system, the registration of the works.
Follows-up the spare parts and consumables consumption, report anomalies and initiate suitable action in order to prevent shortage.
Maintains and updates the technical documentation
Defines the material stock levels and reviews stock quantities, usage and consumption to minimize the stock value, whilst ensuring that all spare parts are available for routine, defect and shutdown maintenance.
Prepares annual appraisals for the members of his/her team in-line with metering action plan, work load and in order to develop competencies and interest.
Coaches metering and other relevant field operations staff by establishing methods to improve their technical level and expertise in metering.
Ensures that the members of metering support team are correctly trained, provide adequate support and respect the metering budget for all their activities.
Deals closely with Company’s Field Operations in Production, Well Performance and Maintenance but also with Company’s GSR, Commercial and Projects.
Externally deals with Nigerian partners, Regulators, metering equipments vendors and metering services Contractors.
Supports company’s sites in accordance to company’s Rules and Statutory rules in order to ensure the maintenance, reliability and good adequacy/accuracy of all metering systems and guarantees the integrity of their measurements within the budget estimated.
Ensures all metering activities are efficiently carried out in strict compliance with safety policies and procedures.
Ensures that periodical meter proving and validation exercises as well as the proving systems calibrations are carried-out as provided for by the regulations governing operations of such facilities (DPR regulations).
Familiarize self with company’s emergency procedures, carry out assigned responsibilities safely and report any incident, unsafe act or operation.
Ensure all personnel under his / her supervision are well trained and aware of their HSE responsibilities with continuous monitoring to check compliance (Safe pass 100%).
Lead HSE commitment to company’s Policy and Standards.
Maintain awareness of and ensure compliance with all relevant Statutory and company’s HSE standards.
Actively lead company’s safety awareness and initiative schemes.
Context and Environment:
Oil production assets are located offshore (40 KM) and Onshore
Metering responsible for 3 assets offshore and 3 assets onshore involving:
3 Oil fiscal metering skids (4 in 2018-2019) + 1 Liquid metering export
5 Gas fiscal metering skids (6 in 2018) + 1 Gas metering export
Subsidiary is in strong phase development. Managing a rapidly aging infrastructure.
Striving to achieve cost saving and best value for money in metering activities/upgrades as well as to assist with production optimization.
Progress competency level of staff working in Metering entity.
Closely monitor developments in relevant local and international business environment.
Services Location – Onshore Nigeria – Port Harcourt Main Office.
Services Scheme – Residential, Normal office hours, 5 days a week
Requirements The holder of this position shall have the following qualifications:
B.Sc. in Instrumentation/Control or Metering Engineering or equivalent, or lower University Degree with 10 years professional experience in Metering
Engineer or confirmed/experienced Technician with formal education
At least 5 years of experience in metering in industrial oil & gas context.
Knowledge in various instruments and control technologies used in Oil & Gas Installations, Fiscal Oil & Gas Metering Regulations, etc.
Knowledge of metering referential documents.
Knowledge in Process, Allocation and Data monitoring.
Knowledge in preparing Budget and Planning
Manage HSE aspects (in particular respect of safety rules) including management of these aspects by external entities.
Professional knowledge: CMMS: SAP/R3 (UNISUP), MsProject, PI package, Basic knowledge of ICSS systems (Yokogawa , Foxboro)
Work in a large multinational team.
Manage an integrated team.
Ability to communicate.
