Plan International Nigeria is implementing the Global Affairs Canada funded Bauchi Opportunities for Responsive Neonatal and Maternal Health (BORN) project with support from Plan International Canada. The project seeks to contribute to the reduction of maternal and child mortality in targeted regions broadly through:
1) Improved utilization of basic and targeted maternal & neonatal health (MNH)/Sexual Reproductive Health (SRH) service among Women of Reproductive Age and male community members;
2) Improved quality of maternal, neonatal and sexual and reproductive health services, including family planning for Women of Reproductive Age (WRA), newborn and male community members;
3) Improved local health governance systems ensures high quality, gender responsive and result oriented maternal and neonatal health/sexual reproductive health (SRH) services.
As part of the processes for ensuring the realization of the intermediate outcomes, the BORN project in partnership with the SMoH, SPHCDA and other stakeholders, plans to review and adapt Gender responsive and adolescence friendly referral guidelines and strategy that will be used to facilitate referrals along the care continuum across the 3 levels of health care delivery system.
To this end, Plan International Nigeria is recruiting for a consultant to facilitate the process of reviewing the Bauchi State Referral policy and guidelines.
Specifically, the objectives for the Consultant are to act as the lead in the review of referral policies and guidelines. The consultant’s tasks include but not limited to
Obtain copies from FMOH, SMOH and other relevant organization of referral policy documents including guidelines, existing referral directory, referral cards etc.
Work with the SMoH, SPHCDA and MOWA to identify existing national and state referral policies, guidelines and cards in the State
Conduct 5-day workshop on the review of national and state referral policies, guidelines and cards with relevant stakeholders
Conduct 3 Day stakeholders’ consensus meeting on the policy
Develop a referral policy, protocol/guide and card for the state.
Conduct a 1-day meeting for the validation and adoption of the state referral policies, guidelines and cards
Develop additional gender responsive and Adolescent friendly contents to train Service Providers, CBHVs, Drivers and other relevant Individuals to facilitate referral along the
continuum of care across the three levels of health care delivery system.
8. Write and submit the technical report of all processes to Plan International Nigeria. The Consultant will report directly to BORN National Program manager. The consultant will
be supported by the Gender Advisor and Health Coordinators in Bauchi State.
1. Roles and Responsibilities of Consultant:Responsibilities of the Consultant:
Review the project documents under the guidance of Plan International Nigeria Head of Health programs.
Conduct a desk review of identified and existing national and state referral policies, guidelines and cards
Develop the technical proposal for the review of national and state referral policies, guidelines and cards, in collaboration with Plan Nigeria Head of Health programs and
National Program Manager BORN.
Engage with the SMoH, SPHCDA and MOWA for the validation of the methodology and processes that will be used for the review.
Conduct a workshop on review of the state referral policies, guidelines and cards with relevant stakeholders and develop additional gender responsive contents to the guide.
Produce training material and slides for training of CBHVs, Health Care Providers and Drivers
Submit progress reports on desk review process, review of national and state referral policies, guidelines and cards workshop and adoption of additional contents and meeting
report
Submit a final report of the review of national and state referral policies, guidelines and cards and all developed documents to Plan International Nigeria
2. 4. Qualifications of Consultant(s)
Minimum of 5 years’ experience in development and or review of health care service provider’s policies and guidelines.
Demonstrated understanding of Gender and how it affects health care seeking behaviour of women, girls, boys and men.
A good understanding of the Nigerian Primary Health Care system
Demonstrated experience in facilitating community participatory development processes.
Experience in working with low literacy communities especially in low resource settings
Fluency in English and the local language (spoken and written);
Ability to produce high quality work under tight timeframes;
Ability to establish a good working relationship with State stakeholders and integrate feedback as required.
Excellent skills in documentation and reporting
ANNEX 1: PROJECT SUMMARYProject Subject Bauchi Opportunities for Responsive Neonatal and Maternal Health (BORN) Project Background The Bauchi Opportunities for Responsive Neonatal and Maternal Health (BORN) project is four and a half years (February 2016-June 2020) gender-transformative project funded by Global Affairs Canada with a total value of CAD 13,786,000(Global Affairs Canada CAD 12,200,000; Plan International Canada cash/in-kind CAD 1,586,000). The project is expected to ultimately contribute to the reduction of maternal and neonatal mortality in 10 Local Government Areas (LGAs) among marginalized and vulnerable women and newborns. Its intermediate outcomes are: improved utilization of maternal, neonatal and family planning services by women of reproductive age (WRA) including adolescent girls, newborns, and male community members; improved quality of maternal, neonatal and family planning services for WRA including adolescent girls, newborns and male community members; and, improved quality of local health governance systems to ensure high quality, gender responsive, adolescent friendly and results-oriented maternal andneonatal health, and sexual and reproductive health (MNH/SRH) services. Plan International Canada will implement BORN in partnership with Plan International Nigeria, the Federal and State Ministries of Health Ministries of Women’s Affairs, and Civil Society Organizations (CSOs) (Planned Parenthood Federation of Nigeria(PPFN) and Community initiative for the Promotion of Health and Education Sectors (CIPHRESS)). BORN is aligned with the UN’s Every Woman Every Child Global Strategy on Women’s, Children’s and Adolescent’s Health, and will help drive progress towards reaching Sustainable Development Goals 3 and 5.This project willrespond to health needs identified by the2013 National Demographic Health Survey (NDHS) situational analysis of Bauchi State, which reported that only 16% of birthsare attended by a skilled birth attendant, access to postnatal care remains low as 84% of newborns receive no post-natal care; and Neonatal Mortality Rate (NNMR) standsat 43/1000 live births in comparison to national level of 37/1000 live births.Furthermore, only 2.1% of WRA utilize modern family planning methods, with unmet needs for FP at 16%. In addition, 48% of adolescent girls aged 15 -19 years old havebegun childbearing in Bauchi. There are also considerable gender inequalities contributing to this context, as women and adolescent girls have little opportunity for decision making at the household level, poor access to health information andservices, and local health services are neither gender responsive nor adolescentfriendlyOverall ProjectObjectives
