Objective of the Programme:DAI is preparing for a programme in Nigeria designed to strengthen public sector accountability and governance, as part of an overarching anti-corruption approach. The programme will support more accountable, effective and evidence informed governments, both centrally and sectorally. We are looking for experts with extensive experience in public service delivery, public sector management, and public administration management.In that regard, DAI is currently recruiting for a number of different positions, such as:Public Service Delivery Expert
Over ten years of experience in designing and implementing innovative public service reform initiatives
Experience advising Nigerian Government Departments and Ministries on broad civil reform strategies and initiatives
Experience in assisting key ministries to develop understanding of broad government policies, procedures, and mechanisms
Knowledge of capacity building and training programme development, specifically related to civil service reform
Ability to assess needs and develop capacity building initiatives related to promoting transparency, anti-corruption measures and leadership development
Public Sector Management Expert
Over ten years of experience in innovative public sector management, modernisation and/or organisation
Experience in supporting strengthening of key ministries to define and carry out their core business, formulate and execute polity, and manage day-to-day operations, including the ability to manage change
Experience in formulation and implementation of long-term sustainable development strategies and policies at the regional, national or sectoral levels
Comprehensive knowledge of public accounting and budgeting and experience with expenditures frameworks
Experience in organisational development, human resource and performance management on federal and decentralised levels
Policy Expert
Over ten years of experience in public policy design and implementation
Experience of working with policy makers and other relevant stakeholders, including civil servants, research organisations, and others, in the development of evidence based policy options, policy programming and policy monitoring
Experience of working with parliament or legislature as a policy expert
Experience of working with national anti-corruption agencies and other relevant stakeholders, including civil society
Experience in the design and implementation of governmental M&E systems
Knowledge of youth and gender policy issues in Nigeria
Experience of managing a competitive grant scheme
Experience of political economy research and analysis
General Requirements:
Minimum 10 years of experience in public sector reform, public service delivery and public policy
Experience of working in Nigeria or other relevant regions
Experience with international donor-funded projects (preferably DFID)
Advanced degree in Public Policy, Public Administration, International Development or other relevant technical field
Strong oral and written English communication skills
