MSH, a Non-Governmental Organisation with head office in Medford, USA, has been in existence for over 40 years implementing projects and programs all over the World MSH’s Leadership, Management and Sustainability Program (LMS) is a global five-year USAID funded Cooperative Agreement designed to develop leadership and management skills at all levels of health care organizations and programs to effectively address change and improve health outcomes in the areas of family planning, reproductive health, HIV and AIDS, infectious disease, and maternal and child health.
In Nigeria, the LMS Program implements the Prevention organizational systems AIDS Care and Treatment Project (LMS Pro-ACT), a PEPFAR funded associate award with the goal of building the capacity of Nigeria’s public, private, and community sectors for sustainable HIV and AIDS and Tuberculosis (TB) prevention, control, care, and treatment. LMS Pro-ACT began operations in August 2009 taking over from the AIDS Care and Treatment (ACT) Project that started in October 2007. Up to July 2013, Pro-ACT supported 6 state governments in Kogi, Niger, Kwara, Kebbi, Adamawa and Taraba states, and operated 30 comprehensive HIV and AIDS treatment centers. In August 2013 the project received a modification which extended its life by one year and changed the geographical focus to the five states of Niger, Kwara, Kebbi, Sokoto and Zamfara.
Currently the project now supports 41 comprehensive HIV and AIDS treatment centers and198 PMTCT/HTC sites in various health facilities. With its main office in Abuja, Nigeria, Pro-ACT is decentralized to the state government level and has offices in each of the 5 states that bring technical support closer to the areas of greatest need.
With the ProACT Transition to States in view, it became pertinent to explore the possibility of equipping some selected high volume Health Facilities with the Electronic Medical Records (EMR) systems to improve service delivery. In the light of this, 3 States (Niger, Sokoto, and Kwara) were selected as pilot States to deploy this system and 16 sites are currently selected for scale up
The overall purpose of this consultancy is to set up functional EMR in nine facilities in Niger State – with each consultant working with three facilities.
Objectives Deployment of OPEN MRS Electronic Medical Record Software at the following Health facilities:
General Hospital Suleja – Niger
Umaru Musa Yar’ Adua Hospital Sabon Wuse – Niger
Federal Medical Centre Bida – Niger
Fmpc Gawu Babangida – Niger
General Hospital Bida – Niger
Ibb Specialist Hospital Minna – Niger
General Hospital New Bussa – Niger
General Hospital Lapai – Niger
General Hospital Kagara – Niger
Ensure the functionality of OPEN MRS Electronic Medical Record Software at 9 Scale up Health facilities in Niger State.

Estimated level of effort: 15 days
Specific Responsibilities Deliverables:
Ensure distribution of laptops to pilot’s locations or service points.
Ensure that the active devices such as switches and wireless access points have been properly installed.
Ensure that the necessary patch cords and Internet cables are available for all clients.
Assigns static IP Addresses to the allocated laptops.
In collaboration with facility IT staff (if available) creates providers, usernames and passwords
Ensure Connectivity of the EMR Frontend to the Backend server at the facility during implementation.
Conduct the Training of the facility based designated EMR users and PROACT field staff on EMR use.
Train and mentor EMR leads of the of project Sites and relevant Field staff on the use of the EMR
Ensure that all forms are suitable for all service providers
Supervise the available M&E Staff and Data Clerks to create patient folders.
Ensure that backup files and processes are created.
Ensure the system is up and running.
Document the entire process
Duty Location:
The MSH ProACT at Abuja Country Office and Niger office will work with the selected Consultant in Abuja as well as at the Project Sites based on need.
Consultant 1: General Hospital Suleija; Umaru Musa Yar Adua Hospital Sabon & FMC Gawu Babangida.
Consultant 2: FMC Bida, GH Bida & GH New Bussa.
Consultant 3: GH Lapai; GH Kagara & IBB Specialist Hospital Minna
TIMELINES: 15 Days
This should include but not limited to:
Planning and conducting the training for the end users and EMR leads at the facilities.
Ensure that all forms are suitable for all service providers.
Preparation /adaption of a User /Training Manual for easy understanding and reference.
Implementation of adequate back-up measures.
Documentation of the entire process of implementing the EMR.
Qualifications
Possess minimum qualification in B.Sc./HND in Computer Science, Information Technology, Engineering, Social Sciences and other related fields
Proficiency in Java, MySQL and PHP programming languages is needed
Project Management Skills is also an advantage
Good knowledge of Linux and Windows Operating Systems
Prior experience with customization of Open-source applications especially Open-source health information systems.
Understanding of Network design and switching.
Ability to provide training and technical support for users with varying levels of IT knowledge and competence
Basic Monitoring and Evaluation Skills.
Proficient in the use of MS Excel.
Knowledge of hardware, software and telephony infrastructure
Installing, supporting and maintaining new server hardware and software infrastructure;
Ability to work with little or no supervision
Be self-motivated and with resilient drive
Possession of excellent communication and interpersonal skills
Ability to complete assignments efficiently and in good time, and sudden changes and deadlines
Ability to write/develop good technical reports
Proven competence in working with others in a team effort
