Consultancy for Conducting Political Economy Analysis (PEA), Policy Process Analysis (PPA), Institutional Analysis (IA), and Capacity Analysis (CA), for Agricultural Policy in Nasarawa State

Background

Nasarawa State aims to strengthen its agricultural sector through effective policymaking. To achieve this, a thorough understanding of the environment through political economy dynamics influencing agricultural policy decisions is essential.

Objective

The objective of this assignment is to conduct a comprehensive political economy analysis of agricultural policy in Nasarawa State. The analysis will identify the key stakeholders, their interests, and the power dynamics that shape agricultural policy decisions. In addition, it is important to understand the policy analysis process, institutional arrangement, and capacity of stakeholders to perform their statutory roles in support of policy formulation and implementation of agricultural programs in Nasarawa State.

Scope of Work

The consultant will conduct a political economy analysis (PEA), policy process analysis (PPA) and institutional and capacity assessment (ICA) that covers the following aspects:

Policy Economy Analysis: Identify key stakeholders influencing agricultural policy decisions in Nasarawa State, including government agencies, farmers’ organizations, private sector actors, and civil society organizations. This will identify the interests and influence of different groups, including farmers, agribusinesses, and consumers; analyze areas of conflict and cooperation among stakeholders and their impact on agricultural policy decisions; and analyze the power relationships among stakeholders, including their interests, motivations, and levels of influence.
Policy Process Analysis: Examine the processes and institutions involved in agricultural policy-making in Nasarawa State, including the roles of different government agencies and stakeholders and identify areas of strengthening and improvement. Review policy frameworks and existing process of agricultural policy implementation the state while considering the roles of other non-government agricultural actors in the state in policy process
Institutional Analysis: Assess the strengths, weaknesses and barriers of institutions involved in agricultural policy-making, including their capacity, resources, governance structures and infrastructure.
Capacity Analysis: Identify the strengths, weaknesses, opportunities, and threats vis-à-vis Ministry of Agriculture and Nasarawa State Agricultural Development Program (NADP). This will also analyze the organizations’ capacity to support policy and regulatory framework; advance partnership and collaborations; support advocacy and influence for policy implementation; and promote communication and visibility of its programs in the State.
Policy Recommendations: Based on the analysis, provide recommendations for strengthening the agricultural policy-making process in Nasarawa State.

Methodology

The consultant will employ a mixed-methods approach, combining qualitative and quantitative data collection and analysis methods. These may include:

Literature Review: Review relevant documents, reports, and academic literature on agricultural policy, political economy, institutional analysis, etc.
Stakeholder Interviews: Conduct in-depth interviews with key stakeholders, including government officials, farmers, private sector actors, and civil society representatives to gather quantitative data on their interests, influence, and perceptions of the agricultural policy-making process.
Focus Group Discussions: Organize focus group discussions with farmers, agribusinesses, and other stakeholders to gather information on their experiences, perceptions, and interests.

Deliverables

The consultant will submit the following deliverables:

Inception Report: A report outlining the methodology, work plan, and timeline for the assignment.
Draft Report: A draft 10-15-page report each presenting the findings of the political economy analysis, policy process analysis, institutional analysis, capacity analysis, and policy recommendations.
Final Report: A final report incorporating feedback from stakeholders that informs agricultural policy decisions in Nasarawa State including the list and contact of all stakeholders engaged.
Policy Brief: A policy brief summarizing the key findings and recommendations to inform agricultural policy decisions in Nasarawa State.
A power presentation of the key findings and recommendations.

Timeline

The LOE for this assignment is 25 days between February 15 and March 15, 2025. The consultant will submit a detailed work plan and timeline as part of the inception report.

Consultant Profile

The consultant should have:

Advanced Degree: A master’s degree or higher in a relevant field, such as economics, political science, sociology, or public policy.
At least 3 past experience in carrying our similar assignment especially for Government of Nigeria.
PEA Experience: Proven experience in conducting political economy analyses, preferably in the context of agricultural policy or rural development.
Strong Analytical Skills: Excellent analytical and problem-solving skills, with the ability to collect and analyze complex data.
Effective Communication Skills: Strong communication and interpersonal skills, with the ability to engage with diverse stakeholders and communicate complex findings in a clear and concise manner.

Evaluation Criteria

The consultant’s performance will be evaluated based on:

Technical Quality: The technical quality of the deliverables, including the inception report, draft report, final report, and policy brief.
Timeliness: The consultant’s ability to meet the deadlines and timelines outlined in the work plan.
Stakeholder Engagement: The consultant’s ability to engage with diverse stakeholders, including government officials, farmers, private sector actors, and civil society representatives.
Experience: The consultants experience working or consulting for the government. 

Location of the assignment.

The consultancy will be carried out in Lafia, Nasarawa State.
