Call for Consultancy Services for SMILE Program Publication/Report in Benue, Nasarawa, Edo, Kogi and the FCT

The SMILE Program is a five year (April 2013 – March 2018) Cooperative Agreement between Catholic Relief Services (CRS) and the U.S. Agency for International Development (USAID). CRS Nigeria leads the SMILE (Sustainable Mechanisms for Improving Livelihoods and Household Empowerment) consortium consisting of ActionAid Nigeria and Westat designed to scale-up care and support services for orphans and vulnerable children in Benue, Kogi, Edo, and Nasarawa states and the FCT. SMILE seeks to improve the wellbeing of 600,000 Vulnerable Children (VC) and 150,000 caregivers.SMILE facilitates CSOs’ collaboration with communities to manage integrated and comprehensive VC programs with a focus on the provision of appropriate HES services informed by market information; and quality nutrition and food security services to VC and their households. SMILE activities also improve access to, and uptake of HIV services for its beneficiary participants to reduce the risk of transmission of HIV as well as ensuring HIV-positive participants access to the HIV continuum of care. SMILE also seeks to increase access to community childhood TB prevention, care and control activities for children and caregivers in 16 LGAs in Benue state.SMILE seeks to procure the services of a consultant to produce state specific print and picture documentary publications for 5 SMILE states, and 1 publication covering all SMILE thematic areas including SMILE Childhood TB in the 5 SMILE Project Implementing States. These publications will showcase State specific SMILE project successes and with beautiful landmarks peculiar to these states. The audience for the 5 publications will be USAID, CRS Global, Government of Nigeriainstitutions, State Governments of SMILE implementing States, civil society organizations, development partners and SMILE beneficiaries.Scope of Work

Develop a template for beneficiaries and stakeholders interview to be used by field teams for each of the states.
Upon approval of the interview template, work with CRS technical backstops and field teams in all five states to craft, plan and write draft report.
Work with graphic artist and technical staff to revise, copy edit, and proofread draft stories to ensure delivery of high value content.
Upon approval by SMILE, produce printable print documentaries that reflects state specific successes across thematic areas of SMILE. the production must be in a suitable format and international quality for placement on the web and potentially distribute to the various stakeholders. The report/publication quality should be of international standard.
Produce 5 state specific print and picture documentary publications for the SMILE Project, showcasing the various successes across thematic areas in the States of Benue, Nasarawa, Kogi, Edo and the FCT.

Specific Activities

The consultant will organize and complete the pre-production of the print documentaries. Specific tasks are:
Review all available SMILE documents on project implementation such as; progress reports, success stories, baseline assessment reports and other technical briefs.
Produce a template with questions for beneficiary and stakeholder interviews to be used by field teams for which will be reviewed by the SMILE team.
The consultant shall have two crews for this assignment to ensure compliance with the time schedule.
Collate all responses, write-ups and pictures for each report
Review and finalize document report/publications.
Develop state-specific print documentary for the 5 SMILE implementing States, and 1 general report for the SMILE project.

The consultant will be supervised by the SMILE Senior Program Manager. The Senior Program Manager will be the SMILE point of contact for the consultancy.
Logistic arrangements between SMILE and the consultant will be discussed at a meeting before the commencement of site visits for documentary shooting.
The draft print documentary will be made available for approval by the SMILE CoP.
