LOCATION FOR APPLICATION: MAIDUGURIProject Summary: Based on a consolidated care model for children associated to armed forces and groups implemented in several conflict areas over the years, COOPI will establish a Centre of Transit and Orientation (TOC) for children formerly associated with Boko Haram in need of psychosocial and other assistance before reunification and integration into their families of origin. An age-appropriate individualised plan will include: recreational, psychosocial and educational activities to support the child’s readjustment to family life, and prepare him/her for reintegration into the community. The plan will also include life-skills and competency building for income generating activities and employment. It will make provision for children to be referred to health, nutritional and legal services as necessary. These activities will be complemented by family tracing and sensitization of the communities of origin. The plan will also include follow-up support and monitoring activities through protection networks identified, trained, supervised and supported by COOPI in the communities of origin.Overall responsibilitiesThe Base Logistician is responsible to execute all the tasks with respect to logistic support at the base office and specifically with respect to safety and security by giving necessary support to the projects being implemented on the field.Main Responsibilities and TasksUnder the direct supervision of the Head of Base and under technical management of the Logistics Coordinator, and in collaboration with other collaborators of the projects at the base, he/she will:
Ensure the implementation of logistics policies and procedures in Maiduguri base,
Review procurement plans to ensure that project activities are accomplished,
Coordinate with finance, admin and project staff to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation,
Ensuring that a transparent and responsive procurement process is implemented and maintained,
Routine communication, coordination and planning with the relevant requesting staff / projects regarding the order and delivery of supplies,
Ensuring that all supplies, services and equipments required are delivered in time,
Establishment and maintenance of ethical, professional working relationships with suppliers,
Support in supplier selection, supplier appraisal and contract formation,
Maintain the records of Assets and Equipment for Maiduguri base.
Ensure that the assets that are issued to staff are authorised, recorded and necessary paper work exists as per the policy of COOPI.
Ensure that all assets are properly maintained and looked after. Any mis-use and abuse is reported to the Head of Base,
Ensure that all procured materials are properly stored and correctly recorded. That the store is well maintained,
Alert the relevant project staff about the receipts and dispatches and coordinate with them, as it may be necessary.
Ensure that warehouse register and kardex are updated and stock reports are produced, including fuel and circulated to the Head of Base on monthly basis.
Ensure that all generators/invertors and power systems are well maintained and remain in excellent condition, at all times.
Ensure that servicing on all power equipment and generators are carried out regularly in an efficient manner and that individual service schedule for each machine exits and records are kept properly.
Provide day-to-day supervision of drivers and rental cars and ensure that all the rental cars are properly cleaned, well maintained and driven/used as per the polices of the organisation,
Ensure that the allocation of vehicles and drivers is done in an effective manner, in response to support requirements of the projects and coordination,
Qualification and required experience:Essential:
Bachelors degree or diploma in Logistics management, Bussines Administration or related field,
Proven experience in logistics,
Highly developed interpersonal and communication skills including influencing, negotiation and coaching,
Strong results orientation, with the ability to challenge existing mindsets,
Strong analytical and practical problem-solving skills;
Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
Fluency in English and Hausa, both verbal and written,
Computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint),
Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures,
Commitment to COOPI values.
Desirable:
Knowledge of Northeast Nigeria context,
Experience in logistics in emergency response,
Background in NGOs,
