Assistant Manager – QHSE

SUMMARY

The Assist. QHSE Manager would oversee and drive the development, implementation, and continuous improvement of our Quality Management and Health, Safety, and Environment (HSE) systems. The successful candidate will ensure compliance with applicable regulatory standards, industry best practices, and organizational objectives while fostering a culture of safety, quality, and operational excellence. Will collaborate closely with process leads and program management teams to ensure continuous improvements of our QMS, assess risks, implement proactive safety measures, and ensure that all activities align with Tetracore’s commitment to improved productivity, zero harm to personnel, assets, and the environment.

RESPONSIBILITIES

Quality Management:

Develop, implement, and maintain the company’s Quality Management System (QMS) to align with ISO 9001:2015 standards.
Lead internal and external quality audits and manage certification processes.
Drive continuous improvement initiatives in operational processes to enhance product/service quality and customer satisfaction.
Establish and monitor Key Performance Indicators (KPIs) for quality performance, identifying and addressing gaps.
Collaborate with stakeholders to ensure effective implementation of quality control/assurance processes throughout the project lifecycle.

HSE Policy and Compliance:

Develop, implement, and continuously update Tetracore’s QHSE policies, aligning them with industry best practices and international standards.
Lead the maintenance of Tetracore’s ISO certifications, including ISO 9001, ISO 45001 and ISO 14001, ensuring adherence across all operational facilities.
Regularly review and communicate policy changes to ensure alignment with evolving regulatory requirements and Tetracore’s corporate safety goals.

Risk Management and Mitigation:

Conduct comprehensive risk assessments (HAZID, HAZOP, LOPA) across all Tetracore projects, particularly in areas involving high-pressure pipelines, CNG stations, and heavy-duty industrial equipment.
Oversee incident and near-miss investigations, employing root cause analysis to drive continuous improvement and prevent recurrence.
Implement and maintain risk control measures to address identified hazards, ensuring a safe and compliant work environment.

Audits and Inspections:

Schedule and execute QHSE audits and inspections across Tetracore’s project sites and facilities to verify compliance with QHSE policies and identify areas for improvement.
Collaborate with external auditors and regulatory bodies for formal inspections, ensuring audit preparedness and prompt response to findings.
Track and ensure timely completion of corrective and preventive actions, maintaining a high standard of safety and compliance.

Training and Development:

Develop and deliver QHSE training programs, tailored to Tetracore’s specific operational needs, for employees, contractors, and visitors.
Lead emergency response training and drills, focusing on Tetracore’s unique operational risks, to ensure all personnel are prepared for potential incidents and anomalies.
Encourage a culture of proactive safety through ongoing QHSE education and training initiatives.

Environmental Management:

Lead initiatives to reduce Tetracore’s environmental footprint, overseeing waste management, pollution control, and energy efficiency programs.
Ensure compliance with environmental regulations, coordinating efforts to minimize emissions and environmental impacts across Tetracore’s operations.
Promote sustainable practices within the organization, including efficient resource use and proactive environmental stewardship.

Emergency Preparedness and Response:

Develop and test emergency response plans for Tetracore’s operational facilities, ensuring comprehensive preparedness for potential incidents.
Collaborate with local authorities and emergency response teams for effective crisis management and coordinated responses.
Lead incident responses, providing timely communication and coordination with relevant authorities as required.

Data Analysis and Reporting:

Monitor and report QHSE performance metrics, including incident rates, near-misses, and environmental indicators, across Tetracore facilities and projects.
Provide regular updates to senior management, identifying trends, achievements, and areas for improvement.
Use data-driven insights to measure the effectiveness of QHSE programs and guide strategic decision-making.

Leadership and Culture:

Cultivate a strong safety culture within Tetracore, promoting a “zero harm and zero loss” philosophy across all teams and projects.
Lead and mentor a team of QHSE professionals, supporting their career growth and ensuring alignment with Tetracore’s QHSE standards and objectives.
Partner with engineering, project management, and facilities management teams to embed QHSE considerations in all operational and project activities.

QUALIFICATIONS

Education: Bachelor’s degree in engineering, Occupational Health & Safety, Environmental Science, or a related field. Master’s degree is an advantage.
Certifications: ISO Lead Auditor Certifications (ISO 9001, ISO 14001, ISO 45001); NEBOSH IGC, IOSH, CSP, CQI etc. NEBOSH Diploma is an advantage.
Experience: 7-10 years in both Quality and HSE within the Oil and Gas, including 3-5 years in a managerial role. Experience in high-risk operations such as pipelines construction/operations and Natural Gas Compression stations) is advantageous.
Demonstrated experience in implementing and managing ISO-certified management systems.
Proven track record of successfully leading audits, risk assessments, and incident investigations.
Skilled in HSE data analysis, reporting, and use of management software.
Proficiency in HAZID, HAZOP, and incident investigation techniques.
