ResponsibilitiesUnder the direct line management of the IMPACT Field Manager, the IMPACT Senior Field Officer M&E is responsible for (1) Managing of IMPACT field activities in a Borno (2) Managing the activities of Junior national staffs (3) Manage data collection teams across the State (3) Supervise the hiring and training of enumeration teams (4) Supporting with evaluation and analysis of data collected by teams (5) internal and external relationsResearch Cycles1.1 Assessment Preparation and Planning:

The IMPACT Senior Field Officer will supervise field officers in; the hiring of enumeration teams and  the training of enumeration teams on quantitative, qualitative and spatial data collection tools and methodology.
S/He be responsible for planning and managing all field movements and data collection in the state.
Ensure that IMPACT monitoring activities in the state are in line with relevant programme objectives, IMPACT’s research cycle and other relevant guidelines.

1.2 Data collection and management

The IMPACT Senior Field Officer will monitor data collection in the state, ensuring its correct implementation in line with agreed TORs;
Ensure programme activities in the state are in compliance with ACTEDs logistics, financial and security SOPs.
Ensure regular situation updates on data collection is properly communicated. Provide support and follow up on identified challenges during the data collection process.
The IMPACT Senior Field Officer  in close coordination with IMPACT team and enumerators will clean and manage qualitative, quantitative and spatial data collected in state.
S/He will be responsible for ensuring IMPACT field officers; identify and organize respondents for focus group discussion, facilitating or co-facilitating the discussion and take proper notes.

2. Data review and analysis

The IMPACT Senior Field officer will support the Assessment Officer with the review and analysis of data collected by teams in the field
Support with the secondary data analysis of documentation received from DFID implementation partners, in consolidation with the Assessment Officer.
Measure and report on qualitative and quantitative data findings collected from teams in the field against predefined indicators and partner log frames.

3. Internal Relations

Routine communication of all state field activities, data collection progress and other key findings to management in timely and effective manner.
Responsible for disseminating information from management to the state team and training of field officers on new processes.
Work in close coordination with the state field teams of other DFID TPM consortium partners to ensure achievement of the overall goals.

4. External RelationsFoster strategic partnerships with key stakeholders in the state; establish and maintain a network of Local stakeholders (Bulamas, SEMA, NEMA, Government officials and other local authorities) to ensure smooth running of field activities.As state representative of IMPACT, S/He will establish and maintain good working relationship with DFID’s NENTAD Partners5. The IMPACT Senior Officer would be responsible for coordinating field movement within the state, ensuring all logistical and financial requirement for data collection are timely meet.
As state team leader, the IMPACT Senior Officer will ensure a strict adherence to ACTED’s security SOPs.
The IMPACT Senior Field Officer will have custodial responsibility for all IMPACT assets (computers, GPS devices, smart phones, etc) at their operational base, and will need to work with the IMPACT team and ACTED Logistics to ensure serviceability of assets and availability of consumables (printer ink, paper, pens, etc…)
S/He might be required to act in an administrative capacity if need be.

6. Other ResponsibilitiesThe IMPACT Senior Field Officer will be responsible for supervising junior national staff participating in their assigned duties as well as building technical capacity related to data collection.The IMPACT Senior Field Officer may be called upon to work on other IMPACT programmes in various locations in Nigeria including, but not limited to, remote LGA capitals, as the security situation allows.REQUIREMEnTS

Minimum of three years provable working experience in humanitarian responses, two of which must be in an M&E role.
Bachelor’s degree with a strong focus on both quantitative and qualitative Field methodologies required
Knowledge of assessments methodology, data collection, collation, analysis
Previous experience in Third Party Monitoring (TPM), an asset.
Strong skills with the Microsoft Office Suite
Strong technical writing skills
Considerable experience collecting information using hand-held GPS devices
Considerable experience using ODK for quantitative data collection, or the ability to rapidly master the process
Some experience creating ODK questionnaires
Experience managing junior staff
Considerable experience hiring and managing casual laborers
Considerable experience conducting focus group discussions, or the ability to learn rapidly
Some experience using data analysis software (spss, stata) preferred
Positive attitude and a willingness to learn
Excellent communication skill
Excellent time management skills
Ability to operate in a cross-cultural environment requiring flexibility
Prior experience working in IDP displacement locations
Fluency written and spoken fluency in English a must; additional fluency in Hausa and Kanuri preferred
Ability to work independently
