Objectives of the Consultancy ServicesPlan International Nigeria is looking for a team of external consultants with strong gender/protection and labour market programming experience to carry out community-level gendered labour marketsurvey including an assessment of Income Generating Activity (IGA) opportunities, training/skills provider review and gender analyses using a mix of qualitative and quantitative methods.Objectives of the StudyGeneral Objectives: The Gender and Age Sensitive Local Labour Market Survey is to inform specific activities and gender strategies that will engage GBV survivors and individuals at risk of GBV in line withDo No Harm principles. This will serve as input for engaging beneficiaries for IGAs, planning and reference for monitoring the impact of the livelihoods aspects of the project to be implemented inDikwa, Bama and Mongono.
The specific objectives of this survey are:Labour market study component

To ensure that the IGA activities selected will be market driven and specifically address gaps and opportunities in the market for our target female population in Dikwa, Mongono and Bama
To explore opportunities that can unlock barriers in the youth labour market currently facing high unemployment rate amongst female youth in Dikwa, Mongono and Bama
To explore new markets/products that can be entered where there is opportunity for positive non-economic impacts (ie. the renewable sector, up/re-cycling, waste management) etc.
Identify community and institutional support facilities (micro finance, safety net, CSO/GO program, local trade/industries, etc.) system to do small business and IGAs by target female population
Assess the skills of target population in viable IGAs in order to assess training gaps
Identify the skill set required to entered into viable IGAs and market opportunities
Assess training providers or materials to support market development and IGA activities
Identify and recommend inputs necessary to support target population to engage in livelihood and IGAs
Gather the opinions of community members, especially the target female population, to inquire about the viability of certain IGAs
Identify environmental and social risks in the project areas to conduct IGAs and small business, particularly by target female population

Gender assessment component

To identify GBV risks associated with proposed IGAs and to identify and recommend mitigation and protection strategies (e.g. sexual exploitation and abuse, harassment, dangerous activities,
transport)
To identify gendered barriers to women’s access to the labour market, including childcare, menstrual hygiene management, access to credit and savings, reputational risks and others
To understand gendered issues of control and decision-making around cash in the household, to analyze risks associated with the introduction of cash into households through women, and
to explore women’s preference of cash transfer modalities
To explore, within the scope of marketable IGAs, the presence of gender norms that limit the available income generating options for women and men, and to identify strategies to promote
non-traditional IGAs where possible (e.g. to encourage women as motorbike drivers, men as cooks, for example the existence of role models)
To explore the existence, utility and feasibility of women’s livelihood associations, collectives,
VSLAs and relevant social networks in promoting resilience, protection and mutual support

Approach / Scope and Method of Work

A team of consultants will be assigned to undertake the gender and age sensitive local labour market survey. A lead consultant who would be an expert in any of gender, labour market and/or market assessments will be responsible for coordinating and supporting the activities of
1-3 other consultants in any of the research components (gender analysis expert, labour market expert and a market expert)
The lead consultant will be responsible for interfacing with Plan International Nigeria and overseeing the planning as well as implementation of the assessment
The consultancy would be based on a mixed method of data collection and analysis tools, facilitation methods to cover the scope of information required. The consultancy will also put
forward rights-based, protection and gender perspective in the analysis, and use decent labour safeguarding standards in the analysis of opportunities identified
Dikwa, Mongono and Bama areas, the community stakeholders, and youth and GBV survivors especially women and girls will be engaged in the process

 
Required DurationThe consultant will be working with Plan International for a maximum duration of 30 days in collaboration with Plan International country office and field office staffs. The consultant team will beleading overall activities starting from the development of a gender and age sensitive local labour market assessment checklist, including a gender analysis, to determine the direction of skill acquisitionintervention up to engaging skills providers and reporting.
Qualification requiredThe lead consultant is expected to have at least a master’s degree in public health, livelihoods, food security, household economic strengthening, gender or women’s studies, or other related field with thefollowing additional requirements:

Over five years working experience in livelihood, household economic strengthening response and cash transfer programming (Experience in North east Nigeria context is desirable)
Strong analytical skills and research experience, with solid knowledge of quantitative and qualitative research methodologies particularly Livelihood Survey methodology
Experience in leading livelihood, IGA and gender assessments
Sound experience and knowledge of Humanitarian Accountability Framework (HAF), evaluation of integrated projects/programs and drawing lesson learns/good practices
Proven leadership and coordination skills
Sound training and facilitation skills in livelihoods and market–demand economic activities particular to women and girls in the NE
Good knowledge about government system, programs and regulations in relations to gender equalities and GBV, IGA and small business, safety nets, etc.
Strong experience undertaking both qualitative and quantitative research and applying this to development and/or humanitarian contexts
Excellent report-writing and document presentation skills
Demonstrated ability to meet deadlines
Familiarity with the National Economic Strengthening Response program for vulnerable people

 
Survey methodology:The consultant team will propose a research protocol outlining methodologies, ethical guidelines, training plan and work plan for the overall study design in Dikwa, Mongono and Bama. The consultantteam will develop or adapt appropriate data collection tools with appropriate study design, sample size determination and sampling technique. The project will reach an estimated 23,000 (18,400 female and4,600 males) across the three project locations.
Work scope of External consultant:The consultant(s) activities, outputs and working conditions are outlined below.(i) Overall Responsibilities: The lead consultant will lead and coordinate the overall research and writing process. Specifically, the consultant will undertake the following:

Prepare technical proposal with work schedule and a separate financial proposal and submit to Plan International Nigeria for review not later than the date specified in the announcement (see
final section);
Hold preliminary discussions with Emergency Response Manager, Country Office Monitoring and Evaluation Manager, Emergency Livelihood, GBV Specialist, and Protection Specialist, the Project
Coordinator and with key stakeholders and finalize technical proposal;
Design and/or adapt appropriate quantitative and qualitative data collection tools/procedure with appropriate study design, sample size determination and sampling technique (to be
discussed and agreed with Plan International team prior to the commencement of the actual survey);
Translate data collection tools to the local language (Hausa and other language) and pilot with women, men and adolescents prior to enumerator training;
Develop appropriate training and field manual with local language to guide data collection process;
Recruit, train and manage experienced and professional data collectors/interviewers and supervisors/team-leaders;
Design and implement training for supervisors and interviewer’s/data collectors on ethical protocol, survey methodology and qualitative methods. Plan International will provide guidance
on safeguarding for vulnerable populations;
Oversee the data collection process to ensure effective management of data collection teams by supervisors;
Oversee data entry using Plan data reporting platform
Review data entry to ensure data quality and consistency, and submit the softcopy of the data file with findings;
Produce draft report on findings (per required format and data request);
Incorporate comments from the Livelihoods and Protection project team into draft report and produce final report;
De-brief the Livelihoods and Protection thematic project team and other Plan International employees both at field and country office (after initial field trip and upon submission of report);
Coordinate with the emergency unit to disseminate study findings to respondents and other stakeholders;
Prepare and submit electronic copy of the raw data and final report, and two hard copies of the final report within the specified time of agreement; and,
Produce final report and make relevant amendments/enrichment based on the draft report comments.

(ii) Outputs/Deliverables: The consultants should submit schedule as per the following outline or with own expertise. NOTE: Please include proposed timelines on these deliverables inapplication package.Deliverables

Submit final technical proposal (methodology, ethics, informed consent procedure, work plan)
Develop data collection tools and discussion guides, including field testing, translating and printing of final versions as agreed upon with Plan International Nigeria
Recruit enumerators/data entry operators and prepare for enumerator training
Conduct enumerator/data collector training and field guidance manuals
Carry out data collection and supervise enumerators/data collectors, including spot checking on a regular basis
Submit database template for data entry submitted before data entry (for review by Livelihoods and protection thematic specialist and the M &E manager)
Oversee all data entry and cleaning by data entry operators
Submit cleaned database with descriptive statistics and analysis (2 hard and soft copies)
Submit 1st draft of report (2 hard and soft copies)
Conduct validation workshop for review of the 1st draft
Submit Final survey report (3 hard and soft copies with RW-W CD)

(iii) Duration of Consultancy:The consultancy work is expected to be commenced on 18th November 2018 and end by no later than the 10th January 2019. The consultant is required to submit the detail schedule with the technicalproposal.
Plan International’s ResponsibilitiesThe Emergency Response Manager and Emergency Livelihoods and Protection Thematic Specialist will facilitate the following responsibilities by:

Providing consultants with literature review materials and other necessary documentation
Linking consultants to relevant stakeholders in all project locations
Ensuring effective coordination of the study logistics to facilitate the consultant team in undertaking the assignment
Consolidating Plan International’s comments for incorporation by the consultants

The IHA -GAC project Coordinator, Livelihood Officer and M&E officer based at Maiduguri field office willfacilitate the research by:

Coordinating with the consultant to ensure the quality implementation of the study on ground (e.g. training, piloting, adjustment of tools and methods, and supervision of interviewers)
Ensuring field survey logistics are on track (e.g. providing accurate and comprehensive
beneficiary information to inform the sampling, mobilizing/informing beneficiaries/local authorities about survey)
Ensuring the dissemination of survey findings/report to beneficiaries and other field-based stakeholders
Providing additional information on the ground

 
Ownership of Research Data/FindingsAll data collected for this study shall remain the property of Plan International Nigeria. Any work product resulting from this study must cite Plan International Nigeria and IHA-GAC as a primary orcontributing author.
Reporting:The general report outline, if necessary can be provided during commenting the draft report however; at minimum it should include the following:

Executive summary
Introduction section (background information about the project target area, project itself, etc)
Literature review
Objectives for and intended use of the evaluation
Survey methodology and limitation of the study
Description of the programme/project work evaluated
Results
Conclusion and recommendations
Names and detailed contact information of those conducting the survey
Annexes
