Jos, Plateau StateBackgroundThe EU-funded Technical Assistance to CSOs (EU-TAC) grant to support improved WASH governance at all levels of service delivery in Plateau State for a period of 24 months. The project will be implemented by WaterAid Nigeria in Plateau state from July 2018 to July 2020 primarily with the Society for Water and Sanitation (NEWSAN) and other key civil society networks in the state. WaterAid Nigeria (WANG) will work through the CSO partners to strengthen the technical capacity of WASH institutions in Plateau state and work with community groups in providing platforms of engagement between citizens and service providersThe overall objective of the grant is to develop models/strategies to improve WASH governance in the three beneficiary States where Water Supply and Sanitation Sector Reform Programme (WSSSRP) III is implemented. The project is designed to partly to measure success by the improved inclusion of marginalised and vulnerable populations. The project will be implemented using the Equity and Inclusion and Human Rights Based (HRBA) approaches.JustificationAccess to sustainable WSS services has remained a challenge in Plateau state with just about 2 in 5 households having access to basic water supply and about 1 in 4 households having basic sanitation access (Multiple Indicator Cluster Survey, 2017). In the focal LGAs of this project, water supply access is dismal, with 18.3% of households in Riyom LGA having access to a clean water source and 6.4% of households having similar access in Shendam LGA while less than 5% of communities in the LGAs have had the CLTS approach implemented in them.The role holder will be expected to ensure the following gaps are addressed;
Project implementation
Sector capacity strengthening,
Supporting multi-sectorial coordination,
Coordinating citizen participation in WASH governance
supporting the implementation of current sector policies
Job DescriptionProject Implementation
Identify and work with key State level WASH institutions relevant to the implementation of the project with their statutory roles/responsibilities
Work with project CSOs on supporting state WASH institutions in implementing the key provisions of the State water and sanitation policy and state water law that are useful to the project deliverables in the State
Support CSOs and build their capacities for advocacy and influencing at State level using WaterAid approaches
Work with the State Ministry of Water Resources and Energy, EU-WSSSRP III Plateau team and the Plateau State Small Town Water Supply & Sanitation Agency responsible for community management and development to implement community mobilization and engagement activities
Work in collaboration with the Plateau State Small Town Water Supply & Sanitation Agency and Civil society partners to strengthen existing community structures.
Carry out regular monitoring field visits to the LGAs and beneficiary communities to ensures processes and standards are implemented and maintained
Carry out any other assignment that may be viewed necessary in the course of project implementation
Advocacy and Influencing
Implement agreed advocacy and influencing activities in the state.
Provide support to promote WASH advocacy and Vote4WASH activities in the state.
Support linkages and integration between policy and practice.
Encourage and actively promote cross sectoral linkages so that WASH is mainstreamed in other sectors and strong links are established with other sector
Lead in building relationships with key WASH sector institutions in the state (public, private and civil society)
Monitoring and Evaluation
Work with project CSOs and the project finance officer in providing monthly reporting and quality documentation of all project activities in the state
Work with the WaterAid SPEL department to deploy effective monitoring and reporting tools
Key Working relationships
Work in a matrix system with multiple reporting lines to NEWSAN Plateau State Coordinator, WaterAid Sector Support and Capacity Manager
Work with Finance Officer to implement EU-TAC projects
Skills and requirements
Bachelors’ Degree in Public Health, Social Science, Biological science or Pure Sciences
2-3 years’ experience in implementing WASH Programming
Experience in Project Implementation and monitoring
Experience in sector development and state level implementation.
Experience in advocacy and community engagement
Applicants already residing in Jos are preferred
