Location: Mubi, Adamawa Grade: 4 Department & Location: Research and Knowledge Management; Global Influencing and Partnerships – Plan International Headquarters, Woking Reports to: Emergency Response Manager Purpose

The purpose of this fixed-length position is to support our work to improve Plan International’s monitoring and evaluation (M&E) of influencing and the reporting of influencing work at local and global levels. 
Working with colleagues from our International Headquarters(IH) Global Influencing and Partnerships department and M&E team, the role will support the work to:
Develop global M&E frameworks, systems and processes;
Improve the collection of data and information to inform the reporting on the results of our global influencing activities; and
Build a culture of collective ownership for m&e of our influencing and ongoing learning and improvement.   

Responsibilities This is a new role, and the first headquarters position at Plan International focused wholly on monitoring and evaluation of influencing activities. As such, there will be scope to shape the role once the successful candidate is in post, however we anticipate that the following responsibilities will be at the core of the position. Support the development and implementation of a consistent approach for M&E of influencing across the organisation:

Work with colleagues from our Global Influencing and Partnerships department and International Headquarters(IH) M&E team on the development of global M&E frameworks, systems and processes to facilitate reporting on the results of global influencing activities.
Work with colleagues from our Global Influencing and Partnerships department and International Headquarters(IH) M&E team to implement processes for collecting data and evidence on m&e of influencing, aggregating and reporting on influencing activities.
Contribute to the work being undertaken by Plan International teams ( influence, M&E and thematic leads), to build capacity of Plan International offices working on influencing initiatives to analyse and report on their results regularly and credibly, in alignment with overall Programme & Influence M&E approaches and systems.

Build capacity to report on influencing results across the organisation:

Support the leads for influencing initiatives and thematic leads to integrate their planning with m&e of influence, develop success indicators, and to report against these indicators on an ongoing basis.
Work with the IH M&E team and IH policy and advocacy advisors (country office focal points) and programmes and influence officer on capacity building initiatives and the development of guidance to assist Plan International staff working on influencing projects to analyse and report on their results regularly and credibly.  

Build a culture of learning from our influencing results:

Support the Global Influencing and Partnerships department’s efforts to create a culture of collective ownership for m&e of influencing, so staff better understand the purpose of influencing work, can more easily see the benefits of strategic planning, monitoring and evaluation of influencing work and their role within it.
Maintain an awareness of external best practice for M&E of influencing to inform Plan International’s approach.
Maintain active communication with relevant colleagues from across Plan International to review ongoing learnings on m&e of influencing; look at ways to regularly share and disseminate these learnings, including examples of good practice, with others in the organisation.

Impact of results:

Monitoring and Evaluation of Plan International’s influencing work that will allow the organisation to systematically and strategically plan for m&e of influencing, capture results at the country, regional and global level, and to understand and act upon the results of our global influencing efforts.

Working Relationships This role will be based at Plan International headquarters in Woking, UK, but will entail contact with colleagues from a cross-section of the organisation, particularly those working on influencing projects. Key working relationships will include:

Colleagues from the Global Influencing and Partnerships department at Plan International headquarters( Executive Director, Global Campaigns Project Manager, Advocacy and Campaigns Officer, Heads of Areas, IH Policy and Advocacy country office advisers, IH Programmes and Influence officer)
Colleagues from the  Monitoring & Evaluation, Research and Knowledge Management department( M&E specialists, Head of M&E and Director of Research and Knowledge Management), who have the global responsibility for supporting a consistent, high quality approach, frameworks and systems for M&E, research and knowledge management
Colleagues from the Programme Excellence team who have the global  responsibility for the coordination and support of the programme & Influence thematic networks and for supporting high quality thematic programming content including  M&E frameworks, indicators
Colleagues from offices from around the Plan federation involved the implementation of M&E approach, system, principles, standards and tools
Members of the Transformation Office and Strategy team
Representatives of Plan International’s liaison offices in Geneva, Brussels, New York and Addis Ababa
Colleagues from offices from around the Plan federation in the implementation of M&E approach, system, principles, standards and tools
Colleagues from ICT on the development of the global M&E system, as appropriate

Knowledge, Skills and Behaviours Knowledge:

Understanding of the processes, institutions and organisations that shape the development and humanitarian context within which Plan International operates.
Knowledge of monitoring and evaluation of international development work, particularly as applied to influencing/ advocacy.
Experience and understanding of M&E processes, approaches, tools and methodologies that facilitate M&E in line with best practices in the sector.
An appreciation of the distinction between programming and influencing/advocacy work, and the challenges inherent in monitoring and evaluating the results of influencing activities.
Strong understanding of rights-based development programming, particularly in relation to the major technical areas of Plan International’s work.
Knowledge of child rights including gender and inclusion
Demonstrable experience in supporting NGOs develop and strengthen their monitoring and evaluation systems and capacity.

Skills:

Strong analytical and problem-solving abilities.
Strong communication skills, and an ability to translate complex concepts into ‘plain language’.
Able to develop global guidance that is simple and practical for field colleagues to understand and use
Demonstrated ability to prepare evaluations of programmes based on qualitative and quantitative data.
Strong collaboration skills, able to build cooperation and negotiate compromises.
Careful attention to detail
Proven experience of using collaborative digital tools to support communication and learning
Fluent in English. Capacity in French and/or Spanish (the two other working languages of Plan International) is desirable but not essential.
