Monitoring & Evaluation Program Specialist

Term: 2 year contract in a field intensive role Reports to: Team Leader Start Date: Q1 2018 Nigeria Project Overview Nuru is focused on ending extreme poverty in remote, rural areas and knows that a unique solution is needed for highly fragile states: “Fragile states are lagging behind in achieving the Millennium Development Goals. Without urgent action they will be home to more than half of the world’s poor after 2018. Declining foreign aid and other external resources are not enough to drive development and stability in these countries.” – OECD, Fragile States 2014 Domestic Revenue Mobilisation in Fragile States Thus Nuru’s next project site is launching in 2018 in a fragile region in Nigeria. Our goal is to take a “boots on the ground” approach and hire a highly skilled team to launch this project with an established exit strategy in mind. Nuru’s model depends on the organization’s ability to identify, train and collaborate with highly capable local leaders to develop and implement sustainable poverty solutions. The initial Nuru Nigeria project will be located in a semi-permissive environment with a fluid security situation. For this reason, the first Field Team will consist of several members with prior military service, ideally from a Special Operations Forces background with combat experience. All team members will be expected to use sound judgement to make critical decisions in complex and uncertain conditions. Candidates must be able to effectively navigate the spectrum of tactical, operational, and strategic environments. Specific Responsibilities

Work closely with the M&E Program Strategic Advisor to implement Nuru International M&E strategy and provide field perspective
Hire, train, and advise the M&E Manager on:

Project management
Strategic planning
Budgeting
Data analysis

Support the local M&E team on:

Creating data collection and data quality assurance systems for monitoring and evaluations for impact programs and NI studies
Building a culture of data-driven decision making and reporting within Nuru Nigeria
Maintaining and refining logic models, resulting program metrics, operational metrics and data collection plans
Develop and field-test data collection tools
Assist the Team Leader and Nuru Nigeria with data-driven decision-making
Perform data analysis & support field staff with ability to perform data analysis, using statistical software (Stata and Excel)
Support feedback loops for reporting of data to impact programs and other appropriate stakeholders
Provide data in a format for ease of use
Collaborate effectively with the Foundation Team and the local team

Required Skills & Attributes

Graduate degree (either MA or MBA) and with 2-3 years of work experience
Course work in Monitoring and Evaluation
Ability to do crisis management and rapid, innovative problem solving in uncertain environments
Prior experience living and/or working in a developing country; experience in working with the poor
Strong work ethic
Strong quantitative data analysis skills and project management skills
Strong commitment to organization’s mission, vision and theory of change
Coursework and 2 years of experience in using inferential statistics
Coursework and 2 years of experience in utilizing Stata and excel to analyze data a must
Marine Recon/ Special Operations Forces experience required
