This Business Development Manager (BDM) will lead and manage the Business Development Unit, in the delivery and implementation of the Country Funding Strategy, and holds overall management oversight of Oxfam Nigeria’s funding portfolio.
The BDM will set goals, provide mentoring and coaching to the Business Development team, and will ensure that the capacity of the unit is built & maintained to achieve set goals.
The BDM works closely with senior heads of departments to manage and build Oxfam’s relationships with donor representatives inside and outside the country, and proactively engages on a strategic basis with institutional donors at a country level in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including programme funding.
The BDM also works closely with programme teams in the development of quality donor proposals, and provides capacity building and guidance to Oxfam teams on areas of donor compliance.
Key Responsibilities and Accountabilities Development & Implementation Fundraising Strategy for Oxfam in Nigeria:
Leads the development and implementation of the overall long-term Country Fundraising Strategy to ensure adequate funding / income levels and partnerships needed to deliver Oxfam’s programmes;
Responsible for organizing and regularly updating the Oxfam Nigeria donor mapping, ensuring this reflects current dynamics in the funding sector;
Develop/cultivate relationships with for-profit and other organizations to increase Oxfam’ opportunities for partnering and consortia building for funding opportunities;
Effectively engage externally with government, non-government, partner organizations and UN coordination mechanisms to further Oxfam’s fundraising objectives.
New Business Development & Grant Management:
Pro-actively identifies, assesses, and tracks funding opportunities, including scoping new consortium partnership opportunities with local stakeholders. in a systematic manner and in line with Oxfam values and partnership principles;
Provide credible, up-to date strategic donor intelligence through regular research and trends analysis to generate information that enables Oxfam Nigeria effectively engage with funding opportunities at global, regional and country level donors;
In collaboration with the Compliance Manager, ensure that donor contracts are managed in line with stated conditions and requirements for effective donor compliance (Reporting is a component of donor compliance);
Prepare and share with the Country Management team, regular updates on income status of the country office in terms of secure income on a quarterly, bi-annual and annual basis, short, medium and long-term income projections as well as quarterly overview of funding pipelines;
Ensure that strategic and operational grant management information is distributed regularly to Programme Managers/Budget Holders and Finance Department.
Work closely with the Country Director and the Finance Department to ensure greatest use of restricted funds through strategic recharging to donor contracts where possible, and to ensure budget spending is maximised;
Support preparation for audits or donor visits of donor funded programs as required.
Development of Quality Project Proposals and Concept Notes:
Ensure effective coordination with Oxfam Novib and other Oxfam Affiliate colleagues at country/regional/HQ level, in order to deliver quality country/emergency response overview of funding, proposal submissions and donor liaison;
Together with the programmes, lead in securing restricted funds from existing and new donors, by co-ordinating and advising on development of competitive, high quality proposals, seeking multi-year funding from potential donors whenever possible;
Support and guide the identification of local and international partners and negotiation of Oxfam’s role on proposal consortia, ensuring a competitive position for Oxfam that adheres to partnership principles and strategic directions;
Monitor regulatory revisions, proposal guidelines, and application requirements for priority donors together with HQ staff to ensure that new proposals adhere to them.
Manage the Organizational Key Performance Indicators:
Further develop the standard Balance Score Card of the organization and guarantee that the respective organizational units align their performance management according to the KPI of the organization;
Oversee the analysis, monitoring, evaluation and review of fundraising performance and shares that analysis regularly with the Country Management Team and various fundraising groups within Oxfam;
Ensure that Business Development files, both electronic and paper, are complete and kept up-to-date.
Capacity Building of Oxfam Staff and Partners:
Work closely with programme teams to assess and strengthen their capacity in the planning, securing and managing of restricted funds through formal and informal training;
Analyse and provide advice/training to relevant staff on funding policies and formal requirements of donors;
Keep abreast of changes in donor requirements and policies and ensure that information is shared.
Staff Management:
Help individuals in the Business Development team to achieve their objectives through day-to-day support, monthly face to face meetings, regular team meetings, which include discussions of progress against objectives, giving feedback, challenges and encouragement;
Support personal and career development of direct reports (and the team as a whole);
Ensure a secure, safe and healthy working environment.
Education and Competence Essential:
Advanced University Degree (Master’s degree or equivalent)) or equivalent in Business Administration, Law, Economics, or International Development. Relevant work experience may be considered;
At least 5 years experience of planning for, securing and managing funds from institutional donors, such as Dutch Government, DFID, ECHO, EU-DEVCO, GAC, US-OFDA, UN agencies, as well as from international trusts and foundations;
At least 5 years in a leadership/senior management level in a growing development organization with a successful record in leading and managing fundraising strategies and teams;
Knowledge of international donor environment, understanding of funding issues in relation to the work of NGOs in the Development and Humanitarian sectors;
In-depth understanding of the economic, political and social causes and dynamics of poverty, vulnerability and inequality and a familiarity with policy issues related to the creation or reduction of poverty, vulnerability and inequality;
Excellent interpersonal and communication skills (written and verbal English) including ability to evaluate proposals and write quality/timely reports for donors and make recommendations for improvements;
Demonstrated project management skills; ability to manage workflows and balance competing priorities;
Experienced in staff management, capacity building, coaching and delivery of training at both an individual and a group level. Proven analytical skills and the ability to think strategically in relation to fundraising and donor engagement;
Ability to facilitate proposal development processes involving technical program, Supply and Logistics, MEAL, and finance team;
Ability to work effectively with others persuading, influencing, negotiating and supporting, following as required in order to achieve fundraising targets. Ability to forecast and plan income;
Ability to represent Oxfam in a professional and competent manner with external individuals and organisations;
Dynamic influencer with well- developed networking skills and the ability to negotiate and broker engagement across teams;
Strong numeracy and ability to interpret financial data, budget and to monitor income and expenditure;
Proven capabilities as a team player able to respond quickly and accurately to queries and issues;
Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work.
Desirable:
Experience of working with Tender application;
Experience of working in Nigeria;
Knowledge and / or experience of common Oxfam norms objects, standards and tools.

The international salary range for this position is set in scale 9 with a salary range between € 2962,- to € 4557,- monthly gross based on 40 hours a week. For international staff, further international benefits will be applicable.
