ALIMA supports two health and nutrition projects in Borno State, in Monguno and Maiduguri.Following a United Nations alert in May about the dire situation of people displaced by conflict in northeastern Nigeria, ALIMA conducted an exploratory mission in Monguno, a city in Borno State where more than 100,000 displaced people are seeking refuge. Working alongside the Ministry of Health, ALIMA vaccinated children against measles. ALIMA found that more than 40% of children were suffering from acute malnutrition, 13 % of whom were suffering from severe acute malnutrition and at a high risk of death. Faced with this major emergency, ALIMA deployed additional resources and has now opened 5 clinics to provide urgent medical care to displaced people in Monguno. ALIMA teams on the field are providing over 1,000 medical consultations per day, a figure that reveals how alarming the health situation is and the lack of other actors in Monguno, since ALIMA is the only INGO to cover health and nutrition at the moment for over 150,000 people, all the more that internally displaced people are continuing to arrive in Monguno every day.Maiduguri, the capital of Borno State, has seen its population more than double with the influx of people displaced from other areas of the state. Especially in Muna where about 50 000 IDP moved into the Muna Garage camp and all around, the bad sanitarian, medical and nutritional situation has to be addressed. ALIMA is opening a clinic by the end of August, and already provide general consultations for children and adults. Malnutrition cases are managed by the teams, but a larger screening would show how numerous they really are. Develop, implement and update HR recruitment strategies and policies
Promote ALIMA as an employer of choice
Develop and implement an annual recruiting strategy to attract, source and retain high quality staff
Support the success of the ALIMA recruitment strategy through contribution to strategic projects/initiatives
Keep up-to-date with industry trends and latest market intelligence to inform recruitment strategies
Collaborate with the necessary internal functions to ensure a seamless experience of the function for hiring technical and support candidates
Provide advice and updates to coordination on all national staff recruitment
Establish and maintain appropriate contacts with third parties that may support the recruitment process such as but not limited to recruitment and advertising agencies, training establishments, specialist etc.
Ensure timely initiation and completion of all recruitments, and share regular updates
Liaise with coordinator to initiate recruitment and ensure proper approval by HR Coordinator and Finance Coordinator
Review recruitment requests and Job Profile’s to ensure they are in line with the mission staffing plan
Provide advice and assistance with writing JP’s, ensure that accurate JP’s are in place, maintain a library of mission JP’s, technical tests, and interview grids, and work with the coordination team to develop and review these tools
Ensure implementation of consistent recruitment tools across mission
Ensure effective use of all available sourcing and attraction channels
Accountable for data integrity and timely and accurate update of candidates
Evaluate and improve recruitment performance through effective use and analysis of metrics
Responsible for ensuring quality candidate experience throughout the process
Maintain a recruitment tracking database and circulate on a regular basis
Produce reports on recruitment activities as required
Responsible for delivering an effective and efficient recruitment and selection process to the agreed performance criteria and oversee each step
Manage the posting, advertising and circulation of vacancies and the screening of received applications
Ensure interviews and tests are done in a timely manner and proper documentation submitted and filed
Participate in interviews as necessary
Check the references of all selected candidates and report any issues
Document and file each step of the recruitment process, and share with relevant HR team members for the on boarding of selected staff
Support and monitor bases with the recruitment process
Support the base HR team to follow the recruitment process locally
Ensure timely reporting and documentation are received from the bases for all local recruitments
Monitor and spot check the base recruitments to ensure consistency and transparency in the process
REPORTING RESPONSIBILITIES

QUALIFICATIONS
Bachelor’s degree in fields related to HR, Administration and Management; masters’ degree a plus.
Minimum of 2 years’ work experience in a similar role
EXPERIENCE AND SKILLSESSENTIAL
Understanding of national labor law and employment norms and practices
Understanding of recruitment best practices
Excellent verbal and written communication skills
Approachable, diplomatic, able to work effectively in diverse, cross-cultural teams in a complex, multi-site work environment
Computer literacy including all Microsoft Office programs (Word, Excel, PowerPoint, Outlook)
Excellent attention to detail, highly organized, rigorous, self-motivated, strong sense of responsibility, ability to work independently
Able to maintain confidentiality
Capacity for analysis, synthesis and reporting of large amounts of information
PREFERRED
Previous experience working for INGOs an asset, particularly health related INGOs
Fluency in one or more National/regional languages an asset.
Resident of Borno is desirable.
