Department: Programs Position Range: D Reports to: Program Manager Supervises: State Monitoring and Evaluation Officers Overall Job Function
The incumbent will he a key member of the senior management team and provide strategic direction for the implementation of various health interventions including comprehensive 11W care and treatment services in the focused state under the Global Fund (GE) TB-HIV New Funding Model (NEM) Grant Provide technical support for multidisciplinary comprehensive HIV/AIDS care and treatment, working with state and health facility- based site teams to maintain quality gender sensitive HIV/AIDS prevention, treatment and care services to adults and children
He/she will work closely with critical stakeholders (Funders. MOH/IPs) to achieve program results through the implementation of a robust M&E plan in line with GON and GF policy
He/she will support the state based M&J( team and validate data reported via electronic means using the DHIS-2 and ePITT.
He/she will ensure CQA/I of programmatic data generated at the community /facility and LGA level through on-site mentoring and desk reviews.
Conduct data spot checks during routine CBO/facility visits and Joint biannual Data Quality Assurance (DQA) exercise in conjunction with the State officials (SMOH, LGA) to ensure continued reporting of high quality data.
Promote data quality standard and provide feedback to Funders, FMOH
Provide TA to national SKM technical meetings to improve program planning and implementation.
Qualification, Key Knowledge, Skills and Ability
Degree in Medical or Numeric science, Public Health or a related field and a Masters degree or equivalent in Public Health or related fields,
8 years cognate experience of which 3 Years must be at a senior management level
Knowledge of the policies, regulations, reporting formats, and culture of principal donors, including GF and others
Demonstrated experience in either GF, CDC or USAID funded programs is required
Candidate must be familiar with tlte Monitoring and Evaluation of HIV/ AIDS Prevention, carc and Treatment Program
Strong supervisory and management skills
Ability to lead teams and promote cross learning
Ability to handle confidential information with discretion and make reasoned judgements in a timely fashion, Committing to a course of action without undue delay or prevarication
Experience of dealing with difficult and sensitive situations
Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (GF and other grant funders)
An in depth understanding of national and international development issues in relation to TB and HIV/AIDS
Previous experience of managing and developing a team and the ability to lead, motivate and develop others
Fluency in written and spoken English.
