Monitoring and Evaluation Officer

SUPERVISOR :Medical CoordinatorSUPERVISES:Data Management OfficerTECHNICAL LINK: HEALTH PROGRAM COORDINATOR, MDM TRAINERS, MEDICAL SUPERVISORS, AND LOGISTICS TEAM.General Position SummaryThe Monitoring and Evaluation (M&E) Officer will ensure that MDM M&E plan is followed. The M&E Officer will be responsible for supporting the Medical Coordinator to ensure that program decisions are based on quality, up-to-date evidence and will promote an atmosphere of constant learning within the project team. The M&E Officer will travel frequently to MDM field locations, and must be prepared to travel outside Maiduguri
MAIN RESPONSIBILITIESUnder the supervision of the Medical Coordinator, the M&E Officer will be responsible for the following main activities in link with MdM procedures:

Supervising the Data Management Officer to ensure all data is collated and computerized in a timely manner
Tracking of Indicators and producing monthly report
Creation of Electronic data collection forms and training of staff on the same
Conducting informal trainings for field staff on accurate data collection
Data analysis and reporting
Representation at coordination meetings

TASKS DESCRIPTION:

Supervising the Data Management Officer to ensure all data is collated and computerized in a timely manner
The M&E Officer is responsible for ensuring that all field data is correctly recorded by the Data Management Officer
The M&E Officer should be ready to assist with data entry when the volume of work is high
The M&E Officer should implement quality control on the data entry to ensure accurate data is available to all MDM coordinators
Ensure data is properly disaggregated by gender and age
Tracking of Indicators and producing monthly report
Collate data from various sources within the programme team, including the data management officer, to update the indicator tracking
Produce a quality monthly report on the programme indicators
Highlight in a timely manner any issues with data, gaps or unexplained trends, to the medical coordinator
Creation of Electronic data collection forms and training of staff on the same
Create electronic data collection forms
Training of field staff on how to use the electronic data forms
Ensuring the accurate transfer of data from field to base
On an ad-hoc basis, the M&E officer should be able to identify incorrect data collection from the field and trouble-shoot by conducting on the job training for the clinicians, and other staff members to improve the accuracy and explain the tools adequately

Data analysis and reporting

In addition to the monthly indicator tracking report, the M&E Officer is responsible for sending all required data analysis to MDM donors, and to assist the Medical Coordinator with narrative reporting.
Responsible for ensuring the timely accurate reporting to the sectors (5w)
Representation at coordination meetings
Attend and actively participate in the IM Working Group, and other relevant coordination bodies

OTHERS:

Establish good relationship with the different stakeholders in order to have a smooth implementation of MdM project
Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services
Inform immediately the security focal point in case of any security problem in the field
Perform other additional duties on request of the medical coordinator and coordination team

PROFILEFluency in Hausa and English, both written and spoken.Academic background :BA/S or equivalent in Statistics, Mathematics, Social Sciences, International Development or other relevant field.Professional experience and skills:

A minimum of 3 years of experience working in the non-profit sector in monitoring and evaluation, ideally in health programming or protection.
Prior experience of carrying out surveys, conducting interviews, and undertaking assessments.
Experience designing and implementing electronic data collection methods
Understanding of qualitative and quantitative indicators and measurement strategies for collecting data regarding both types of indicators.
Understanding of confidentiality requirements for medical data is a plus
Experience managing people required
Experience working in a multi-organizational team (international and national partners) is a plus.
Strong written and oral communication skills in English required, including report development, writing and editing.
Excellent skills in excel and data analysis are required for this position, and will be tested at interview
Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
