We are in search of a seasoned Humanitarian Needs Assessment Specialist to enhance the quality, consistency, and effectiveness of needs assessments throughout our humanitarian initiatives.
This role demands adaptability as you collaborate with Country Offices to develop and execute rigorous, ethical humanitarian needs assessments in real time. By doing so, you will strengthen Plan International’s capacity to create impactful programs, secure essential funding, and prioritize the needs of the most vulnerable children, with a particular focus on girls.
This position requires extensive international travel and frequent deployments to humanitarian emergencies, frequently with little advance warning.
Oversee and execute a broad range of duties, including the planning, coordination, and implementation of projects to ensure timely and efficient completion. Analyze operational data to identify trends, recommend improvements, and drive strategic decision-making. Collaborate closely with cross-functional teams to align objectives, resolve challenges, and foster a cohesive work environment. Maintain compliance with organizational policies, industry regulations, and quality standards while upholding accountability for results. Serve as a primary point of contact for stakeholders, providing clear communication, updates, and solutions to meet evolving business needs.
You will:
Design user-friendly tools, guidance, and methodologies to facilitate efficient and cross-sectoral needs assessments.
Integrate gender, child protection, disability inclusion, and age considerations into every assessment, adhering strictly to Sphere and Core Humanitarian Standard guidelines.
Assist Country Offices in producing meticulously crafted assessment reports that meet the rigorous standards of donors, clusters, and peer agencies, ensuring clarity, accuracy, and relevance in all deliverables.
Develop and implement training programs focused on needs assessment to enhance organizational capabilities.
Collaborate with the MERL and Digital teams to facilitate the adoption of digital data collection tools and ensure alignment with monitoring and evaluation frameworks.
To support assessment design and implementation efforts, you will be deployed to Country Offices for periods of up to four months at a time.
Plan International delegates actively participate in inter-agency coordination forums, such as those associated with the Inter-Agency Standing Committee (IAS) networks.
By converting assessment data into engaging insights and deliverables, you will provide essential support to the fundraising, advocacy, and influencing teams.
Enhance coordination with donor stipulations, particularly ensuring timely and accurate ECHO submissions throughout HIP cycles.
Develop a comprehensive annual global assessment that analyzes humanitarian trends and emerging challenges worldwide.
Ensure the complete integration of safeguarding, child protection, and gender equality policies across all operational domains.

Proficiency in conducting gender analysis and incorporating protection and inclusion principles into evaluations is essential.
With a proven track record in designing, developing, and implementing training programs, you will be responsible for delivering engaging and impactful learning experiences.
Proficient understanding of donor expectations and established humanitarian standards, including Sphere, the Core Humanitarian Standard (CHS), the Child Protection Minimum Standards (CPMS), and the Inter-Agency Network for Education in Emergencies (KNEE).
Proficient in utilizing digital tools for data collection, processing, and analysis.
Demonstrates exceptional aptitude for analytical reasoning, meticulous coordination, and the clear articulation of findings through comprehensive report writing.
Proven capability and readiness to deploy promptly and perform effectively in demanding conditions.
Desirable:
Ability to prepare funding proposals or donor submissions is required.
Crafting advocacy or influencing messaging grounded in assessment findings is a key area of expertise required for this role.
Collaborative experience with external organizations or partners is required.
Proficiency in English is essential; fluency in French, Spanish, or Arabic is considered an advantage.

Employees must be prepared to work in various environments, including offices, laboratories, field sites, or manufacturing plants. You will spend approximately half of your first year stationed overseas, dedicating significant time to on-ground operations and engagement.
Up to 75% increment in remuneration is possible during the following years.
