Project Background The Educating Nigerian Girls in New Enterprises (ENGINE) project is an innovative intervention funded by the UK Department for International Development’s Girls’ Education Challenge (GEC) and the Coca-Cola Company. The project aims to improve learning outcomes and economic status of marginalized adolescent girls aged 16-19 in the Northern Nigerian states of Kano, Kaduna, the Federal Capital Territory (FCT) and the metropolis of Lagos, Nigeria. ENGINE works with girls in formal and informal education to increase their learning opportunities and outcomes to prepare them for future economic activities. Mercy Corps Nigeria leads the implementation of ENGINE working with local partners and community volunteers to deliver the objectives of the project designed to reach 18,000 beneficiaries across 18 Local Government Areas in the aforementioned states. The project is currently running its second cycle/phase of implementation.
Purpose of Consultancy
Mercy Corps seeks a Consultant who will conduct needs assessment/capacity mapping in Ministries, Departments and Agencies (MDAs) relevant to girl education and economic empowerment across 18 LGAs in Kano, Kaduna, FCT and Lagos to identify data gaps and review M&E systems as it relates to girl programming. The output of this consultancy will be used to strengthen the systems within government institutions across implementation local government areas and states.
Deliverables and major responsibilities The Consultant will conduct an assessment in Ministry of Women Affairs and Ministry of Education at the national, state and local government levels, State Universal Basis Education (SUBEB), Universal Basic Education (UBEC), Secondary School Management Board, Women Empowerment Centers and other relevant government parastatals. For the assessment, the consultant will perform the below illustrative tasks:
{C}Ø Visit the 18 ENGINE LGAs across the 4 states where ENGINE is implemented to assess the current situation of data, data need, capacity of data officers and gaps in M&E systems{C}Ø Identify government activities and programs targeted at girl child education in each state{C}Ø Outline what the documentation system currently exists and the gaps in each state{C}Ø Compile a detailed report outlining suggestions and recommendations for Mercy Corps work
Qualification The ideal candidate will possess a combination of the below experience, skills and proficiencies.
Experience
Five to ten years of relevant, progressively responsible, development research experience is required.
Understanding of MDAs operations and structure within the Nigerian context
Experience working in Northern States of Nigeria. Skills/Proficiencies
The successful candidate will demonstrate:
Excellent research skills, communication and reporting skills
Ability to understand organizational structure and work through and leverage administrative systems.
Thorough knowledge and expertise on Nigerian Gender Programming.
Reporting Line: The Consultant will work with the Acting Monitoring, Evaluation and Learning Advisor on the ENGINE project.
