Consultant – Capacity Building Interventions to Support Bakassi Returnees and Host Communities

Additional Category: Management Type of Contract: Individual Contract Post Level: National Consultant Starting Date: 28-Dec-2015 Duration of Initial Contract: 30 days Expected Duration of Assignment: 30 days Background Following the transfer of Bakassi Peninsula and some areas along the Nigeria-Cameroon borders as a result of the judgement of the International Court of Justice in 2002, there was displacement of inhabitants from the ceded areas to Borno, Adamawa, Taraba, Ondo, Cross River, Akwa Ibom, Bayesla, Delta and Rivers States in Nigeria. The United Nations was to provide the mechanism for a peaceful coexistence, confidence building measures among the population affected on the basis of trust and cooperation for the mutual benefit of the two countries.  It also has the mandate to support the governments of both countries and to ensure that inhabitants of the affected areas are rehabilitated and their livelihoods sustained. In this context, at the initiative of the Special Representative of the Secretary General (SRSG) of the United Nations, Head of the UN Office for West Africa (UNOWA), and Chairman of the Cameroon Nigeria Mixed Commission (CNMC), Said Djinnit, the United Nations system through the UN Country Team (UNCT) in Nigeria has shown its willingness to support the actions of Nigeria to ensure a socio-economic development in the border areas. This is to assist the displaced persons and population affected by the demarcation, to consolidate peace and social cohesion between communities within the two countries. The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) has the mandate to support implementation of programmes geared towards Gender Mainstreaming in Nigeria’s development priorities. The process involves taking the lead and providing guidance and support to other UN Agencies to ensure that all country programmes are gender responsive.  UN Women also build the capacity of both National and State Machineries on gender responsive policy and strategies across sectors. These include ministries with special focus and support to contribute to Gender Equality and Women’s Empowerment. Furthermore, concerted efforts are made to provide technical and strategic support to relevant institutions such as CSOs, organized private sectors, Faith Based Organizations etc. In the light of the above, UN Women having been part of the inter-agency mission to assess the needs of the population along Cameroon-Nigeria borders (Bakassi Returnees) is committed to agreed initiatives and interventions to support returnees and their host communities. Objectives

To draw implementable work-plan and cost each activities in the work plan.

Duties and Responsibilities

Examine the inter-agencies’ strategic areas of intervention and harmonized planned outputs;
Harmonized planned activities;
Cost each activity;
Facilitate meeting to review and adopt work plan and estimated costs with UNCT working group.

Deliverables:

Work-plan covering the duration of the assignment;
Draft work plan and costs of activities;
Financial and narrative reports;
Reports of review meetings.

The duration of the consultancy will be 30 days starting from the date the contract is signed. During this period, the Consultants will report to RCO on progression of assignment. The final report should be submitted to RCO not later than two weeks after the normal period of assignment.  UNS does not intend to extend the period of assignment and will not be responsible for extension cost. The Consultant is responsible for the deliverables detailed below within deadlines agreed upon with UNS in Nigeria. UNS is responsible for facilitating access to stakeholders, information and logistics to enable the smooth implementation of the assignment. Competencies

Knowledge of Nigeria, socio-cultural differences, particularly knowledge of the political terrain and the legal and regulatory frameworks governing management of public resources would be distinct advantage;
Effective time management, ability to plan or adjust established work schedules to deliver promptly on deadlines;
Strong organizatinal awareness, client orientation and advisory skills.

Required Skills and Experience Education:

An advanced university degree in Development Economics, Accounting, Development Management, Social Sciences, social Works, gender development and other relevant fields.

Experience:

At least 10-15 years of comparative experience in research, design, implementation and monitoring of development projects, focus group discussions especially projects targeting community development, governance, gender mainstreaming and women’s rights;
Proven experience in gender analysis, and a good knowledge of trade issues;
In addition, previous work experience in programming and implementation community projects and conducting social mapping of this magnitude and complexity and ability to coordinate people of different background;
Preferably have experiences in working with UN Agencies/bi-lateral development Agencies, government organizations, especially, those having mandates to works on development programmes at different sectors.

Language:

Strong skills in written communication in Engllish;
Excellent communication skills (written & oral English) as an essential requirement.
