Job DescriptionThe project seeks to hire a Monitoring and Evaluation Advisor to be responsible for managing and further developing a comprehensive and gender-sensitive M&E system for SACE and providing technical assistance to selected CSO partners on improving their internal monitoring and’evaluation practices. S/he will work with technical staff and our technical partners to oversee and refine performance-monitoring indicators and maintain databases and spreadsheets for M&E data collection as well as develop and implement robust knowledge management and records management systems. S/he will train staff and selected partners on M&E system operations, and collate and analyze data from technical staff and partners. The M&E Advisor will be responsible for overseeing the implementation of the performance monitoring plan as well as responding to USAID Nigeria and USAID Washington data requests. S/he may be asked to pilot new USAID Washington M&E initiatives, such as complexity aware monitoring approaches. S/he will also supervise third party impact assessments, lessons learned, and successes during project implementation. The M&E Advisor will serve as the SACE gender focal point and set up an M&E system that is able to assess the extent to which SACE interventions address gender issues. S/he will manage the M&E Manager. This is a full time post based in Abuja. QualificationsThe ideal candidate will have a bachelor’s degree in a relevant field such as social sciences, international development, evaluation research, statistics or economics, and preferably have a relevant post-graduate qualification. S/he must have at least five (5) years of demonstrated experience in the successful monitoring and evaluation work, with experience of monitoring and evaluating governance work. With a strong analytical skillset (quantitative and qualitative), s/he will have sound M&E methodological experience with a good grasp of international development agency reporting processes and approaches in the context of development projects and of working with civil society organizations and networks, coalitions, alliances and/or clusters. The candidate will have a sound understanding of Gender and Social Inclusion as well as prior training skills. Sound IT skills with an ability to develop graphical information to aid understanding and interpretation is required. S/he must have excellent communication skills, including interpersonal and in written and oral English.
