BiRD is looking for Senior Non Key Experts in the areas of Regional Development and Coordination for an EU-funded project in support to the ECOWAS Commission.
The overall objective of the project of which this contract will be a part is as follows:
To support the ECOWAS Commission in implementing its regional strategy and pursuing its mandate in a more efficient and effective way, through a better management of its resources.
To attain the above purpose, the contract has the following expected result:
Result 2.: The ECOWAS Commission is supported in its role of Regional Authorising Officer (RAO) in the implementation of 10th EDF projects in compliance with the applicable financial and contractual procedures.
Result 3: The ECOWAS Commission ensures efficient monitoring of the 10th EDF projects, in coordination with the WAEMU Commission and in the context of improved coherence with other donors interventions.
Expert Profile in Regional and Development Coordination:
Qualifications and skills
− The experts should have a Masters degree level of qualification in a field of studies relevant to the tasks, such as management, economics, procurement, accounting, finance (public or otherwise) or equivalent professional experience of 8 years, in the areas relevant to the tasks.
− Computer literacy: Competency in word processing and spreadsheet applications is essential. Documented experience with the development and maintenance of databases would be an added advantage
− Written and oral fluency in the English language is essential and a good knowledge of French, both written and oral;
− Good interpersonal skills are essential and experience in advising at top-management level demonstrate by having been project manager in at least 3 assignments
General professional experience
− The expert should preferably have a minimum of seven (7) years proven experience in the area of strategic planning, policy analysis, monitoring and evaluation, project cycle management in either the private or public sector, and resource mobilization.
− The expert should have a minimum of three (3) years proven experience in development cooperation in ACP States, of which at least two (2) years must be in Sub-Saharan Africa.
Specific professional experience
Prior experience of four (4) years in the development and use of computer based planning, monitoring and evaluation systems is essential;
Prior experience in project cycle management processes (identification and formulation of projects and programmes, and terms of reference) in the implementation of EDF-financed projects demonstrated by having been part of at least 2 EDF funded projects.
Knowledge of institutional building in the framework of ACP-EU cooperation advising high level policy or regulatory bodies by having performed at least 2 similar assignments to governments, regional or international organizations in ACP countries would be an advantage.
Experience in the development of frameworks for monitoring development cooperation would be an advantage;
Experience of regional economic integration, preferably in Southern Africa, would be an advantage;
CVs will be accepted on a rolling basis. As a non-key expert in this project, the missions will be short term for a number of days to be determined based on the specific mission. An expert who expresses interest in this opportunity does not need to sign any binding agreement and exclusivity of availability at this time.
