She/he will provide technical assistance and capacity development responsibilities in supporting activities related to Integrated family health and health systems strengthening -Including health governance, health finance, and human resources for health planning and policy development, institutional capacity building, issue-based advocacy and public-private partnerships. Specific Duties and Responsibilities: Technical assistance and guidance: Provide technical assistance and guidance to LEAD stakeholders for effective implementation of the provisions of the collaborative health governance and systems strengthening framework through appropriate training /orientations at state and local govemment levels. Provide technical assistance to improve functionality and performance of Health Facility Organization and Management Committees IHFOMCs) through pragmatic approaches (follow-up, networking, coaching, mentoring, training, orientation, etc.).Provide technical assistance to HMOS and health facilities to develop/update Health Situation Analysis reports, strategic health development plans, periodic and annual health plans and budgets to address local health needs at state and local government levels. Provide technical guidance and support to enrich social/public audit as an integral part of local health govemance to promote transparency and accountability. Coordination, Collaboration and Networking: Work closely with COP and other State-level and local government partners involved in local health governance and health system strengthening to ensure provisions of Collaborative Framework are implemented effectively. Documentation and Reporting: Prepare project reports, technical briefs and documents, good practices for project’s internal use, and reporting to other stakeholders. Develop capacity building tools and techniques, including power point presentations, other training/orientation materials appropriate for State and Local government level audiences. Monitoring and Supervision:
Plan and conduct regular monitoring and supervisory field visits at state, local governments, district and sub-district levels.
With support from the COP, Health Specialist will work with Senior CSO Specialist and other LEAD Technical Specialist to provide technical expertise and leadership to clients and counterparts, including host government leaders, with guidance and technical assistance that enables them to understand policy options and strategies for improving health governance.
The Health Specialist will actively participate in the development of annual work planning, design, implementation, and reporting related to project technical activities.
Qualifications and experience:
Master’s degree and 3 years’ or B.Sc and 6 years’ experience in local Health Governance, health financing, human resources for health planning and policy development, services improvement planning, and management of health systems at state levels.
Degree in public health, development studies, rural and regional planning, social science, public administration, public policy or other related areas. Strong facilitation/training skills.
In-depth understanding of State health systems and governance at State and Local Government levels, including health systems, service delivery, quality assurance, access and utilization, local health planning, community/social mobilization, local governance, and gender and social inclusion in the health sector.
Demonstrated ability to develop effective working relationships with government counterparts, local organizations, and other program partners.
Experience with USAID or other major donors.
