MAIN FUNCTIONS

The Contracts Advisor plays a key role in facilitating or overseeing the execution of project contracting initiatives. This encompasses strategic planning and preparatory work during the initial stages of project development, as well as the qualification of contractors. The position involves leading and managing the commercial aspects of the Pre-FEED/FEED/EPC contract development process, providing support in contractor evaluation, selection, and the formulation of award recommendations. Additionally, the Contracts Advisor ensures the execution and administration of high-quality prime contracts and coordinates post-contract interfaces for the project until contract close-out.

The position entails executing a range of duties and obligations, including overseeing daily operations, managing project timelines, and ensuring adherence to company policies. Key responsibilities involve collaborating with cross-functional teams, analyzing performance metrics to identify trends, and implementing process improvements where necessary. Additionally, the role requires maintaining accurate records, preparing detailed reports for stakeholders, and addressing any operational challenges promptly. Qualifications include a bachelor’s degree in a relevant field, at least three years of experience in a similar role, and proficiency in industry-specific software. Strong communication skills, problem-solving abilities, and a proactive approach to task management are essential for success in this position.

The role is responsible for overseeing processes, generating key deliverables, and maintaining tools to facilitate the development of the project contracting strategy, contractor qualification, bid slates, tendering, and proposal evaluation.

Crafts comprehensive Contracting Plan(s) aligned with the established Contracting Strategy.

Crafts Invitation to Tender (ITT) packages in alignment with the responsibility matrix to ensure clarity and accountability throughout the procurement process.

Maintains a comprehensive database of all correspondence to ensure that every inquiry and clarification is accurately recorded and that any agreed-upon resolutions are accurately reflected in final proposals.

Negotiates or assists in negotiating contentious contractual terms and conditions to reach mutually acceptable agreements.

All contract documents are prepared in strict alignment with the selected bidder’s proposal, incorporating any subsequent clarifications and final negotiations to ensure accuracy and compliance.

Secures the necessary final functional review and endorsement of contract documents from relevant stakeholders, including Legal, Audit, and Controllers, as applicable.

Delivers comprehensive pricing and other commercial analyses to the Project Team, equipping them with critical insights essential for formulating contract award recommendations.

Assists the Physical Therapist (PT) in securing necessary contract award endorsements and approvals from senior management and other key stakeholders.

Compiles and preserves complete final contract files, including all necessary components, in accordance with applicable requirements.

Conducts and guides internal kick-off meetings with company personnel to foster contract awareness, examines the contract’s terms and conditions, outlines the change order process, and promotes strategies for claims avoidance.

Develops comprehensive materials tailored for external kick-off meetings, involving both Company and Contractor personnel, to thoroughly examine critical contract components such as the Principal Document, Coordination Procedure, and change order process.

Experienced professionals are responsible for directing or assisting with Contract Administration duties, collaborating closely with project and business managers to ensure alignment on contract administration responsibilities.

Evaluates the Contractor’s contracting and subcontracting strategies, methodologies, processes, and outputs to confirm adherence to the Company’s established standards and specifications.

Expedites and files contractor commercial documents, including insurance certificates, Parent Company Guarantees, and Letters of Credit (Loss), in accordance with established processes. Original Bank Guarantees and Letters of Credit are also processed and filed as required.

Evaluates and revises the project file system and procedures, while also maintaining and updating the Master Document Register to ensure accuracy and compliance.

Reviews, updates, and oversees contractual correspondence procedures for physical therapy (PT) agreements, ensuring all associated notices and communications—including those outlined in the PT Document Distribution matrix—are managed efficiently and accurately.

Designs, implements, and oversees the approval workflow while ensuring strict adherence to invoicing and payment procedures.

Coordinates the change control process, encompassing amendments, change notices, change orders, and other contractual modifications, such as those managed through the Management of Change (MOC) process, the Change Order log, and the Deviation log.

Oversees Contractor’s subcontracting activities, coordinate PT engagement in Company review / approval of individual subcontracting plans, and subcontract development activities from qualification through award / execution

Advises project team of contract administration and subcontracting issues, and steps being taken to mitigate consequences

Evaluates contractor performance by systematically tracking and analyzing their work, then delivers constructive feedback through structured project and functional management practices.

Compiles and conveys critical insights and best practices from contract administration and subcontracting operations, documenting and disseminating key lessons learned to enhance future project performance.

Devises the Contract Close Out Plan, which constitutes an integral component of the broader Project Close Out Plan.

Negotiates and finalizes a comprehensive settlement agreement with the Contractor to resolve all pending obligations and outstanding matters.

Bachelor’s degree in Computer Science, Information Technology, or a related field, along with 3+ years of experience in system administration, network management, or a closely related technical role. Proficiency in Windows Server, Linux environments, and virtualization platforms such as VMware or Hyper-V. Strong troubleshooting skills with expertise in scripting languages like PowerShell or Bash. Knowledge of network protocols, security best practices, and cloud services (e.g., AWS, Azure) is required. Excellent communication abilities for collaboration with cross-functional teams and end-users. Experience with monitoring tools (e.g., Nagios, Rabbi) and ITIL frameworks is a plus.

Preferred candidates will have prior experience in Contracts Engineering or Contracts Administration.

A minimum of two years’ relevant work experience in a comparable role is mandatory for consideration.

Commercial negotiations experience and a strong background in contractor management and contract administration are required.

A bachelor’s degree in Engineering is highly desirable for this position.

Demonstrates a solid grasp of fundamental principles, theories, and methodologies governing project execution and contract management.

Eager to undertake business travel or relocate to project sites, whether within the country or abroad.

Owner/operator experience in project management capacities is highly desirable.

Professional qualifications or certifications from recognized professional bodies—such as ISM’s Certified Procurement Manager (CPM) or Certified Professional in Supply Management (CPSM), APIs, or the Project Management Professional (PMP) credential—are required.
