Purpose of Job

The Regional Coordinator – Technical Programs serves as a senior technical authority, tasked with overseeing and directing Africa CDC’s foundational technical programs and initiatives through the Regional Coordinating Centre. This role delivers advanced technical leadership, facilitates the uniform execution of Africa CDC strategies across Member States, and ensures the cohesive integration of surveillance, laboratory systems, preparedness and response efforts, and workforce development initiatives at the regional level.

The position will also facilitate the integration and strengthening of the Africa Health Security and Sovereignty Agenda (AHS) pillars—including digital health, Public Financial Management, and Supply Chain/African Pooled Procurement Mechanism (PPM)—across Member States within the Regional Collaborating Centre (RCC).

The position reports to the RCC Leadership and collaborates closely with technical divisions at Africa CDC Headquarters.

Oversee key operational tasks, ensuring all processes are executed in compliance with established protocols and industry standards. Facilitate cross-departmental collaboration to streamline workflows and enhance overall productivity. Develop and implement strategic initiatives to optimize performance, drive continuous improvement, and achieve organizational objectives. Monitor progress through regular evaluations and provide actionable feedback to support team development. Manage resources efficiently, balancing cost-effectiveness with quality outcomes to meet stakeholder expectations. The Regional Coordinator will be responsible for overseeing and managing operations within a designated geographic area, ensuring alignment with organizational goals and objectives. Conduct comprehensive technical evaluations, including situation analyses, risk assessments, and gap analyses, to shape regional priorities and justify investment proposals.

We are seeking a professional with expertise in surveillance systems, laboratory operations, and information management platforms to ensure comprehensive data collection, processing, and analysis. Support the ongoing maintenance and operational readiness of regional rapid response teams and the public health emergency workforce.

Maintain a regional outbreak readiness dashboard that tracks surveillance signals, laboratory capacity, workforce availability, emergency operations’ capacity, stockpiles, and surge readiness.

Assist in the swift deployment of RCC technical support resources in response to outbreaks and public health crises to ensure timely intervention.

Coordinate cross-border preparedness and response efforts in collaboration with Member States, Regional Economic Communities (RCS), National Public Health Institutes (APHIS), and other pertinent stakeholders.

Facilitate post-incident evaluations, ongoing performance assessments, simulated training drills, and the execution of corrective action initiatives.

Oversee a regional outbreak readiness dashboard, tracking surveillance indicators, laboratory capabilities, workforce deployment, emergency operations’ capacity, stockpiles, and surge preparedness.

Provide immediate assistance to rapidly deploy RCC technical support resources in response to outbreaks and public health emergencies.

Collaborate with Member States, Regional Economic Communities (RCS), National Public Health Institutes (APHIS), and other pertinent partners to synchronize cross-border preparedness and response initiatives.

Facilitate structured evaluations through after-action and intra-action reviews, conduct simulation exercises, and oversee the implementation of corrective action plans.

Facilitate Member States in embedding sustainable professional development and competency-based training initiatives that are fully aligned with the frameworks established by Africa CDC.

Offer guidance and support in technical mentorship, establish twinning partnerships, and foster south-south collaboration between national public health institutes (APHIS) and laboratories.

Program Management, Monitoring and Evaluation (M&E), and Quality Assurance encompass the strategic oversight, systematic assessment, and rigorous validation of initiatives to ensure alignment with objectives, adherence to standards, and continuous improvement. A Master’s Degree in Public Health, Epidemiology, Infectious Diseases, Laboratory Sciences, Health Security, Pharmacy, or a related field is required, along with at least a decade of hands-on experience in public health, with a strong focus on infectious disease epidemiology, monitoring, and surveillance. Of this experience, a minimum of six years must be in an expert-level capacity, and three years must have been dedicated to a supervisory role.

A Bachelor’s degree in Public Health, Epidemiology, Infectious Diseases, Laboratory Sciences, Health Security, Pharmacy, or M. D (or an equivalent field) is required, along with 12 years of professional experience in public health practice, specifically focusing on infectious disease epidemiology, monitoring, and surveillance. This experience must include at least six years in an expert capacity and three years in a supervisory role.
