About the MNH-ASSIST Project

The MPH-ASSIST project is designed to enhance the seamless provision, accessibility, utilization, monitoring, and reporting of Maternal and Newborn Health (MNH) bundle commodities within supported health facilities. This objective will be pursued through strategic multi-stakeholder partnerships spanning key Ministries, Departments, and Agencies (MDS), including the Smog, Spicas, DMA/CMS, health facilities, and collaborating organizations such as FIELD Intelligence, C4SD, CEPAP, TA Connect, Scalar, and CHAI, among others. The project’s overarching goal is to establish sustainable improvements in the following areas: efficient last-mile delivery (LMD) of MNH commodities to health facilities, strengthened state-level planning, financing, and execution of LMD initiatives, digitalization of state-level logistics management information systems (LUIS) to enable real-time logistics data visibility, adoption of consumption-driven forecasting and quantification for MNH bundle commodities, and reinforcement of Drug Revolving Fund (DRF) programs to ensure uninterrupted replenishment of essential MNH supplies.

The initiative seeks to enhance affordability of these integrated MNH services for beneficiaries by utilizing established government and donor-supported financing mechanisms designed to shield women and their families from financial hardship, such as national and state-level health insurance programs, free or subsidized MNCH services incorporated into BHCPF 2.0 and the HOPE-PHC initiative, and state-specific free MNCH programs where applicable.

Role Summary

The Senior MEL Officer will spearhead the strategic and operational direction of the project’s Monitoring, Evaluation, and Learning framework, overseeing its design, execution, and ongoing enhancement.

The incumbent will serve as a pivotal liaison, connecting data systems—including the NHL MIS and program dashboards—with strategic programmatic decision-making at both the central and state levels across the five focus states.

The position will provide direct supervision to the MEL Analyst and State Logistics Data Analyst, as well as indirect oversight of State Technical Assistants.
