About the MNH-ASSIST Project

The MPH-ASSIST project is designed to enhance the consistent availability, accessibility, utilization, monitoring, and reporting of Maternal and Newborn Health (MNH) bundle commodities within supported health facilities. This will be accomplished through multi-stakeholder partnerships involving key Ministries, Departments, and Agencies (MDS)—including the Smog, Spicas, DMA/CMS—and health facilities, alongside collaborators such as FIELD Intelligence, C4SD, CEPAP, TA Connect, Scalar, and CHAI. The initiative aims to establish sustainable systems that ensure seamless last-mile delivery of MNH commodities to facilities, bolster state-level capabilities in planning, funding, and executing logistics, digitize state-level Logistics Management Information Systems (LUIS) for real-time data visibility, implement consumption-driven forecasting and quantification of MNH bundle commodities, and strengthen Drug Revolving Fund (DRF) programs to guarantee a continuous supply of essential MNH commodities.

The initiative seeks to enhance accessibility to comprehensive Maternal, Newborn, and Child Health (MNCH) services by utilizing established financial structures—both government-funded and donor-supported—to safeguard women and their families from economic burdens. These mechanisms encompass national and subnational health insurance programs, no-cost or subsidized MNCH interventions under the BHCPF 2.0 initiative and the HOPE-PHC project, as well as state-level free MNCH programs where applicable.

Role Summary

The Senior MEL Officer will lead the strategic and operational aspects of the project’s Monitoring, Evaluation, and Learning system, overseeing its design, implementation, and ongoing enhancement.

The incumbent will serve as a vital liaison, connecting data systems, including NHL MIS and program dashboards, with strategic programmatic decision-making at the central level and within the five focus states.

The position will provide direct supervision to the MEL Analyst and State Logistics Data Analyst, as well as offer indirect oversight of State Technical Assistants.
