The Programs Officer will oversee the strategic planning, seamless coordination, execution, and evaluation of all programs and projects under the RIO Foundation. This position guarantees the timely, budget-conscious delivery of initiatives while strictly adhering to organizational objectives, donor specifications, and community priorities.
The successful applicant will be instrumental in enhancing program effectiveness by adeptly managing initiatives, generating insightful reports, fostering meaningful stakeholder relationships, and driving ongoing improvements in project execution.
Oversee a comprehensive range of operational duties encompassing strategic planning, team leadership, and performance optimization to drive organizational success. Play a pivotal role in developing and implementing policies, processes, and best practices that enhance efficiency, mitigate risks, and ensure compliance with regulatory standards. Lead cross-functional initiatives, fostering collaboration among departments to achieve key business objectives and deliver measurable results. Monitor key performance indicators, analyze data trends, and provide actionable insights to senior management to inform decision-making. Ensure seamless project execution by coordinating resources, managing timelines, and aligning deliverables with business priorities. Serve as a primary point of contact for stakeholders, maintaining transparent communication and building strong relationships to support sustainable growth.
Spearhead the strategic design, meticulous planning, and flawless execution of programs and projects to ensure successful delivery and alignment with organizational objectives.
Create comprehensive work plans, allocate budgets, establish timelines, and design activity schedules with precision.
Facilitate collaboration and communication among field teams, beneficiaries, partners, and local stakeholders to ensure effective program execution and community engagement.
Monitor and assess program effectiveness through established metrics and specified assessment instruments.
Gather, evaluate, and record program data, outcomes, and success stories to assess effectiveness and inform decision-making.
Compile comprehensive narrative and financial reports in a timely manner for both managerial staff and donors.
Guarantee adherence to donor stipulations, institutional policies, and applicable regulatory standards at all times.
Analyze potential risks associated with program execution and propose effective mitigation measures to ensure successful implementation.
Assist in the preparation of proposals and concept notes as needed.
Develop and coordinate a diverse range of training initiatives, workshops, and community engagement programs to foster knowledge sharing and collaboration.
Bachelor’s degree in Computer Science, Information Technology, or a related field is required. Minimum of five years of proven experience in software development or a similar role is necessary. Proficiency in programming languages such as Java, Python, or C++ is essential. Experience with database management systems like SQL or NoSQL is also required. Strong problem-solving skills and the ability to work both independently and collaboratively are must-haves. Excellent communication skills for effectively conveying technical information to both technical and non-technical stakeholders are critical. Familiarity with Agile methodologies is preferred.
A Bachelor’s degree in Development Studies, Social Sciences, Project Management, Public Administration, or a closely related discipline is required for this role.
Seeking candidates with 2 to 5 years of hands-on experience in program or project coordination roles within non-governmental or development organizations.

Proficiency in donor-funded project execution is highly desirable.
