Manager – Technical Regulatory

Reports To: Senior Manager – Regulatory Affairs

Division: Corporate Services and Sustainability

Mission:

Manage technical regulations and digital rights concerns, provide regulatory advice on various business issues, develop regulatory inputs to policies and frameworks, and manage the future impact of new regulatory policies and legislation on MTN operations.
Develop and maintain effective relationships with relevant government departments, regulatory bodies and agencies and industry associations to ensure an enabling environment for MTN activities. 

Description:

Monitor and review industry commercial trends and target new revenue/cost-saving opportunities arising from competitive or regulatory developments.
Ensure prompt and cost-effective management of regulatory filings and payments (spectrum and numbering resources).
Collaborate with other business units to develop business models for use in MTNN, develop strategies to harness opportunities and support business development.
Proactively engage regulatory authorities in developing best practice policies, regulations, guidelines and standards on technical and digital rights matters.
Advise on and monitor compliance with terms of the Unified Service Access License(UASL), Spectrum Licenses, and Nigerian Communications Act, 2003, and other subsidiary technical regulations, business rules and guidelines.
Prepare and negotiate interconnect, roaming, capacity leasing, and infrastructure-sharing agreements with other operators. 
Support relevant business units in implementing business strategies for emerging business focus areas
Support the implementation of MTN Nigeria’s Digital Rights strategy, ensuring global alignment of policies and procedures.
Ensure MTN Nigeria’s products and services comply with digital rights regulations.
Manage digital rights requests and incidents, coordinate digital impact assessments and support digital rights advocacy efforts.
Manage relationships with Interconnect and other technical partners to ensure smooth operations.
Manage relationships with digital rights stakeholders and support the implementation of the integrated and multi-stakeholder approach to overall digital rights and embedding digital rights throughout MTN systems and functions.
Develop and implement regulatory strategies for technical regulatory matters, including licensing, Quality of Service, Universal Access and spectrum management.
Identify, monitor and analyze relevant policy trends, laws, relevant news, and government developments in the focus areas that may impact MTN.
Prepare advisories and guide business strategy and decision-making through regulatory advisory and advance/influence relevant public policies and legislation by advocating MTN’s positions to ensure the attainment of business initiatives. Develop public policy and thought leadership papers when required.
Establish processes for evaluating interconnect and infrastructure agreements, ensuring partner compliance.
Manage and monitor MTN’s licensing, spectrum, and numbering resources to ensure regulatory adherence.
Support internal stakeholders in obtaining requisite approvals from regulatory authorities for technical projects/initiatives. 
Report on and monitor regulatory compliance with stipulated Quality of Service/Quality of Experience metrics to ensure continuous compliance and service improvement.
Provide guidance on emerging technologies (e.g., AI, 5G), assess regulatory impacts, and support regulatory risk management strategies in respect thereof.
Proactively manage regulatory risks and ensure regulatory compliance to ensure an overall conducive business environment.
Coordinate internal stakeholders’ participation in regulatory functions and ensure alignment with new regulations.
Support implementing MTN Nigeria’s Digital Rights strategy, ensuring global alignment of policies and procedures.
Track digital rights performance, support MTN Nigeria and MTN Group’s transparency and disclosure efforts on Digital Rights (e.g., MTN’s annual Transparency Report), monitor public sentiment on digital rights, and manage relevant digital rights communications.
Evaluate digital rights risks from emerging technologies (e.g., AI, 5G) and propose protective measures for business operations.

Education:

Law Degree or related field.
Relevant Masters advantageous
Relevant certification/accreditation/membership with professional body as required for the role.
Excellent command of English – written and oral

Experience:

6 – 13 years’ experience, which includes:

Minimum of 3 years’ experience in a regulatory affairs or public policy function, including “hands-on” execution of regulatory strategy within a reputable and structured organization
Experience working in a medium to large organization  
In-depth experience and understanding of the Nigerian telecommunications industry and regulatory framework.
Digital rights expertise (Experience in undertaking human rights due diligence using international standards would be advantageous)
Effective stakeholder relationship management experience in a telecoms regulatory environment
Strong and effective business communication (verbal and writing skills)
