Deputy Director, Procurement and Asset Management Associate Manager, Communications

Purpose of the position

The Deputy Director, Procurement and Asset Management will lead procurement and asset management efforts to ensure operational excellence across eHA’s regional programs. This role will develop strategic supplier relationships, oversee asset management policies, and implement procurement strategies that support timely, compliant, and cost-effective delivery of goods and services. Working closely with cross-functional teams, the Deputy Director will align procurement activities with program requirements while ensuring compliance with donor and legal obligations. A strong focus will also be placed on building staff capacity and driving continuous improvement within procurement and asset management functions.

What you’ll do

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned.

Leadership (20%)

Represent eHA’s Procurement and Asset Management functions internally and externally by sharing best practices and incorporating feedback into operations.
Support the Director of Finance and Administration (DFA) in implementing procurement strategies aligned with regional needs.
Act as a deputy for the DFA as required.
Develop and deliver training and mentorship programs to build capacity across procurement, programs and operations staff.
Lead procurement-related investigations, recommend corrective actions, and ensure the implementation of improvements.
Promote eHA’s safeguarding policies, ensuring procurement practices prioritize safety and compliance.

Strategic Procurement (30%)

Develop, review, and approve procurement strategies that align with project needs and timelines.
Collaborate with teams to establish strategic supplier agreements, ensuring compliance, cost-effectiveness, and timely delivery.
Integrate procurement plans into project workflows to optimize sourcing and resource allocation.
Analyze procurement processes and spending to refine vendor agreements and improve efficiency.
Define and monitor procurement KPIs, using insights to support decision-making at all levels.
Review and update key policies, including:

Procurement Policy
Supplier Due Diligence Process
Asset Management Policy

Ensure policies meet donor and legal requirements while being user-friendly and effective for staff.

Procurement Operations and Asset Management (25%)

Lead the setup and management of strategic supplier agreements, including emergency supply chains.
Develop emergency procurement frameworks to support rapid deployment of supplies during crises or unforeseen events.
Serve as the primary contact for resolving supplier issues, including delays and quality concerns.
Oversee asset management across eHA, including tracking, maintenance, and disposal.
Ensure proper allocation of assets to meet project needs in a timely manner.
Review contracts and manage procurement-related risks.

Audit, Compliance, and Continuous Improvement (10%)

Support procurement and asset audits, ensuring records are complete and compliant.
Work with finance and compliance teams to align procurement activities with reporting and donor guidelines.
Ensure procurement-related tools, policies, and supplier lists are easily accessible on internal platforms.
Continuously monitor and improve procurement and asset management processes.

Data-Driven Performance and Cost Optimization (15%)

Analyze procurement metrics to drive savings, efficiency, and process improvements.
Identify opportunities for spend consolidation and supplier optimization.
Implement vendor performance monitoring processes aligned with service agreements.

Who you are

Bachelor’s degree in Business, Finance, Supply Chain Management, or a related field.
10+ years of procurement experience, including 8+ years in regional or international procurement.
In-depth knowledge of Federal Acquisition Regulations (FAR) and procurement compliance requirements.
Proficiency in Microsoft Office tools, and ERP.
